He's far less powerful than you might assume, especially as far as Servant on Servant combat is concerned. For example, even a rather weak Saber would have no problem virtually curbstomping a character with such obscenely low physical stats.

That said, it isn't really a reason to deny the character, so without further ado, on to my personal review~ (May be subject to change at any time, and it is in no way final, just my opinion.)

It happens

Territory Change is, surprisingly, totally legit. It has been shown that under special circumstances, Class Skills can be exchanged, and with his special magical skillset, I believe it's okay for you to have that rather powerful skill.

Magical Singing should be renamed to something cooler, although this isn't really criticism.

Noble Phantasms Must have an active effect and rank (unless I'm mistaken.)

All in all, while my "review" may seem positive, Your character will definitely require a bit of tweaking in the future. Expect us.

I would imagine that it produces strain relative to the extremity of use? Maintaining a magic spy network shouldn't be effortless, rather than reducing its power it should probably be counterbalanced with a large downside.

B Ranked Strength isn't uncommon with Assassins, considering True Assassin had it, but also take note that Stay Night/Assassin had a crazy demon arm, while yours just has fancy eyes. I would suggest reducing strength due to your character being more of the subterfuge type, rather than the direct combatant that SN/Assassin was.

Note that these are all balance related, rather than things relating to the character concept.

Luck doesn't need to be that high. He isn't a freaking leprechaun.
B+ rank for his noble phantasm isn't explained, B rank makes more sense unless you are able to present sound reasoning.
I don't see any reasoning for C+ in END, unless you can present such reasoning it should be reduced to C.
Agility is rather high, but within logical limitations.

For the record, I'm going to decrease some of the numbers by the time she is legitimately summoned. Also, I wouldn't say she's a nobody in the first place, I think you might just not live in a place where she's famous...
