Okay, I am completely lost again. It seems that every single time I look at the rules they've been changed.

Are there three seasons, or four? The rules say four, and I am 100% sure that at one point they said three; I know this because I calculated my peasant's crop consumption accordingly. I'm not touching my sheet again until I'm absolutely sure that the rules are as they are shown.

The Treaty of Rotterdam

Article I. The region of Flanders, in full, including the city of Brussels, is hereby recognized by all signatories to be a constituent territory of the Kingdom of the Netherlands; the region of Wallonia, in full, is hereby recognized by all signatories to be a constituent, demilitarized territory of the French Empire.

Article VIII: All signatories hereby agree that the lands of south-west Africa, defined as ranging south from the Portuguese Overseas Province of Angola to the city of Capetown, will be open to British colonization; aforementioned lands are recognized by all signatories as being under rightful British sovereignty.

Article IX: A non-aggression pact spanning a length of five years will hereby exist between all signatories as of the completion of the signing of this treaty; conflicts between signatories during this period will be mediated through international arbitration, in the interest of long-standing peace and security for the sovereign nations of Europe.

That's what the stats represent? Okay. The Canadian military stats are going to be rapidly fluctuating, then. The British will be leaving following the Boer War, and the militias will all be unified and reformed.

Yes, the colonial militias exist. I mean a unified national military under the control of Canadians. Commander-in-Chief, North America, a title of the British Army, was still the military leader of Canada in 1900.

I've already been talking with MagnificentOne regarding further autonomy. It's a natural goal—every leader of every British white settler colony was clambering for autonomy around this time. Like I said, though, the colonial status of Canada doesn't hamper its governments ability to operate as effectively as any other nation of similar economic stature and industrial and infrastructural development. A lack of control over foreign affairs doesn't affect anything but foreign affairs, especially in Canada's case.

With that said, the stats say that Canada has its own military? The British Army and Navy are still in Canada at this point. It wasn't until 1906 IRL that the British forces left their HQ in Halifax and Canada formed its own military force, unifying all of the various regional militias and constructing/organizing the Royal Canadian Navy. You're giving Canada too much military control and not economic/domestic control to fit the timeline.
Tier 1 is a silly thought. Tier V equally so.

Canada is being put on the same tier for orders as Afghanistan? I don't see how a lack of control over foreign affairs would in any way hamper Canada's ability to perform as capably on a domestic level as countries of similar economic stature. Russia and China are made exceptions on the tier status because of their size. Canada outmatches both of them economically; the Canadian government has a larger amount of capital to work with and a more capable government than Russia, a Tier I country.
Does everyone send orders to Stein, or do some people's orders go to Dutch?
