But since they have incredibly high ground, are not fighting gravity as much as the enemy, and have ready cover (cover that is available automatically without being a distracted or extra work), plus other minor things that may inhibit the enemy in a substantial way, they should be able to have a fair fight

I was corroborating more so than summarizing.
I had men lined along the border with France for half the war, and along the coasts for all of it. I didn't want to send any men to fight in Austria or the Ottoman Empire when I knew for a fact that the British had planned an invasion. If not for the fake information being leaked to France and Britain regarding a Prussian attack on Paris, it would've happened, too.

To me, it's unfair that one nation is able to expand their navy faster than another just because the first nation is at war. In my opinion war orders should be used for troop/fleet movements only.


How is a nation with war orders able to expand their navy faster than one without? You can buy tens of thousands of pounds worth of ships in a single turn. The reason people don't is because it costs ten of thousands of pounds.

There's no net difference between one normal order for five ships + one war order for five ships vs. one normal order for ten ships.

Movie theatres aren't public property. Employees, provided they're acting in the role of whoever owns the place, can kick you out if they think your shoes are tacky. It's perfectly legal for things like theatres or concerts to require you to consent to a search before entry.
