I know NF's can't be used to take a colony, but I'm not completely sure about the kind of order used for it. Common sense tells me it's a war order, but I rather be sure.

I used a normal update order to acquire the Ashanti Protectorate.

Solterra is hardly 'evil', I just don't think he's acting expediently. Righteousness must be tempered with reason. As long as your ultimate goal is righteousness, and the actions that you must undertake are to further that goal, you are acting righteously. Solterra is allowing his ultimate goal of righteousness to restrict his repertoire of actions to be undertaken.
