Done some research and i have come to a conclusion.

It cannot be HRE because they had a two headed eagle. It cannot be russia because they had also a two headed eagle. It cannot be Germany because their eagle did not have a crown. And i doubt it t be Prussia because their eagle had a different styled crown. Poland however, their eagle has a almost identical crown.

Poland wins.

Dammit. Oh well, I was close.
