Ok I may not be the GM, but I know a misinformed player when I see one.
1. There is no organization
2. How the heck is she wanted, this is an event that is happening (to my knowledge) in japan
3. I beleive the powers only manifested when the arcane appeared
4. That power is OP-power shutoff bullets that instakill arcane.
