I'm going to be making a long overdue post now. Very sorry that it's taken this long, but between finals and the site's frequent downtime I haven't had much opportunity.
I agree with a minimum of 100. It wouldn't make much sense otherwise, and without the minimum the mechanic could easily be exploited.
