well i will still answer your question, if the flag changed, it would all depend on whether or not John excepts the new flag as the true American flag. you did raise an interesting question, and I decided to add a explanation of his flag powers.

Only the American flag gets the power, his powers coincidentally manifested themselves like that, he is a patriot and he uses the flag as his weapon

A blade could still hurt him but it wouldn't cut him, and a fire attack would be blocked by the flag

PERSONALITY: for the most part John is somewhat of a boy scout and a nice and loyal guy, but he can be very harsh on those who make him angry. His father's teaching of what it meant to be an American helped shaped his sense his sense of pride in his country. His sense of patriotism can go to his head and make him naive and a bit of a hothead. He really hates punks and people who speak insults to America. he also hates seeing people pick on the weak and helpless. Most of his negative personality traits stem from his parents telling him that defending his believes are of great importance and make him who he is. He also dislikes people who insult his powers.
BACKGROUND: John was born into a middle class family in the rural parts of Illinois, and for as long as he could remember his mother and father shaped his identity and made him a proud American who loved his country. His childhood years were for the most part normal, but his sense of love for his country in this day and age was not very well received by several people and he felt ostracized among kids his age. But he would get the shock of his life when he had turned ten and found that he had superpowers. He couldn’t believe it at the time, his powers meant that he would be attending the academy for young people who wished to be heroes like. Once he got to the academy, he found that school life was not as great as he expected it to be and he soon found himself at odds with some of the students.
POWERS: John has above average strength, and can manipulate an American flag to do many different things such as making it stretch and ensnare his opponents like a snake, he can also use it in ways similar to a rope, and he can expand the flag in size to use it as a form of defense against ranged attacks. His touch also makes the flag nearly indestructible but when he is not touching it, the flag becomes as vulnerable and any other flag. This is why he uses an American flag as his weapon of choice. his powers stem from his sense of patriotism, so as long as he is proud to be an American, he manipulate the American flag, and if he loses his pride then his powers slowly begin to fade.
REASON FOR DETENTION: he has gotten into several fights with the punks and bullies at the academy. He just really dislikes punks and people who insult America.

Phantom floated above the quarantine area of the city, to assess the situation below and see if there was anyway he could help fight against the infected civilians. He flew down into the quarantine area and was on the look out for the infected. His ghost powers allowed him to easily get into the sealed off place thanks to his flying. But regardless of his flight, he didn't want to draw too much attention and used his ability to become intangible to phase through a building.
He quickly moved through the building since he didn't want to use up too much energy to maintain his intangible state. Once he was on the ground floor, Phantom made himself touchable again, and quickly moved to the door of the abandoned store to observe the commotion. From what he had heard, the super villain known as Tox had infected a good number of civilians on the east end of Engine city, and these poor souls were reduced to mutated flesh melted ghouls that were now a danger to the entire city.
This wouldn't be the first time he had fight sick monsters that belonged in a B movie horror film, but he had yet to battle against ghouls in numbers such as this. But he had to help since he was a hero and there were uninfected people still in the zone who needed help and the authorities already had their hands full with trying to contain the chaos. Phantom opened the door to the streets and went to get into the fray.
First he saw a group of six infected going after a family and Phantom acted quickly, flying straight at the ghouls. When they were within fifteen feet, he used his spiritual energy to lift all six of them up off the ground and slammed them right into the side of a building. He didn't know if the infected civilians could be cured of the disease, so he decided that saving uninfected civilians was of the greatest importance. And that meant stopping the ghouls by any means necessary.
