So just to clarify is two a good average for stats in the nation sheet? I mean on reproduction is like human equivalent like 1 or 2 for example? I am got the bare basics of the CS WIP ready to put up but the more detailed parts wont be there just yet if that is okay.

A completely average faction would have 2 in everything, so yes, I'd assume that 2 is "average".

But what would qualify as "average"? Are we going with "baseline humans are the measure of normality", or would we have certain scores at 1 and others at 4 just like any other species?

I am, since its useful shorthand and about the only way to make sense of arbitrary scales.

Is putting zero in a stat viable? I don't imagine that's how its supposed to work.

First page says you have 10 civ points to put wherever. Nothing about having a minimum score, and zero seems like a legal score to me, 2 being average. Just produces major weaknesses.

I wouldn't be against it -- but it bares a risk and the point is that usually those kind of species would most likely not survive to the space age.

A 0 in Reproduction would be either a stagnant or even declining population.

A 0 in Toughness would mean any of the species that fell ill would not survive and their physical frailty would be infinitely high.

A 0 in Morale would mean they would surrender or retreat at the first sign of possible defeat.

A 0 in Psyche would probably not be intelligent enough to achieve FTL flight.

A 0 in Industry would mean that most of the tools and equipment produced would be largely unrepairable and highly unreliable.

By all means however; I am not one to turn down thinking outside of the box.

Insectoids at 0:0::2:6:2 would be hyper geniuses with a functioning society with high death rates from things such as "Heat Exhaustion, Illness, and Tripping on the Sidewalk."

My thought is that their focus on intelligence is meant to try to counterbalance their weaknesses in reproduction, being forced to attempt cloning or forced reproduction, frail bodies addicted to technological maintenance. Unusual for what would be technically an 'Insectoid' race. Mostly reliance on mechanical workers and machines to build things. The race itself would end up appearing like biomechanoid insectoids.
