Meh, it's only going to be used against the flames and possibly lightning.

Though, Steve's flames are strong as fuck...Perhaps the best course of action is to just run away from the flames and telekinesis the arrow to the person charging at me, fight the flames with flames, or telekinesis a tree to block the fire while hitting the one guy flying at me.

How do you do that, btw? Use telekinesis on an arrow made of energy, I mean. Generally, telekinesis in most magical systems only works on physical matter, and shields are required to avert energy attacks. Going on what you've said thus far (and the fact that you haven't opted to use TK on the fire), Steve's magic works the same way.

I don't recall cartoon logic being listed in his powerset.

That doesn't mean that cartoon physics apply to him, just that he understands them.

If they do apply, he's way too powerful for this fight because no matter what we do to him he'll just spring back from it a post or two later.

Think of it as very slight reality warping ,he has increased regenerationand durability,immunity to falls(tho he still needs a post to get back up),and hammerspace.

Ok, if you plan on trying to use any of the robots or automated vehicles you'll need to add their stats and abilities before doing so (I wouldn't recommend trying to use them though, since even without them his assortment of hammerspace gadgets and other equipment easily puts him on the same level as the other fighters), but since this is a pretty informal match you can just add how many of each of the hammerspace items he has access to for now. You should also probably clarify the size of the EMP and other nonstandard explosives, since those tend to be too large to carry in modern technological terms.

Also, how durable is he exactly, and how quickly can he heal?
