by ''Think about that next time you speak about your little trips'' I mean that she is threatening him by dangling prison over his head and to make him on edge because she's likely heard of the rumors circulating around about Ian and his drug abuse

I think Cobra was saying that Oerba THINKS Ian does drugs, based off her own assumptions, not that he actually does. However

Is a very assumptive line that suggests she knows Ian does drugs, which is borderline forcing information onto another player. I would recommend you rewrite that line to avoid confusion.

It's a threat Oerba is making to make him squirm. She doesn't have solid knowledge that Ian does meth and neither do any of the other officers. Considering that Ian would be in prison if they did.

Speaking of officers, are you going to create any NPC officers?

It's the way you phrased it. You didn't say "His rumored use of substances." or "the belief that he had used substances." it was his "History with substances." It's a flat statement, not a speculation. I can see why Raijin was confused, it even confused me when I read it. Just alter it slightly, for me, please.
