No, for now access is restricted to the dorm area. I'm going to make it a short interaction period, then go into the next main event(First classes, shouldn't be that long), and after I'm going to give you guys you first "Free time" period in which you can run around and do whatever, wherever.

General shared cafeteria. For now they want to keep the students in the dorms since they're new, but after the first classes when they've had the chances to explain the building they're free to roam as they please.
