I ran things similar in Allaria and Rising Stars, a bleach RP. It worked really well, as it made people work together in groups, instead of sending them off to different areas on their own. One guy tried to go to the human world alone.
I think this idea would work really well here with proper backing. The set up isn't hard, I believe the hardest issue will be character acceptance. That has always been a sticking point for any incarnation.

Also Melons's idea is the one I had. We used a similar thing for the persistent world where I got the map for Allaria.
Instead of
Thread for Olde Wood, thread for Crimson Hilltop, thread for Dystopian Underground, it would be.

Conundrum! The exalted plea!
Plot: Shin has sent three of his men to plea for the aide of an ancient and for king. Little do they know that the dinner that they are expected to attend is set to be attacked by the forces of Clockwork!
Location: West Skallandia, Irvine Province.

I've not really thought about anything. Everything I've said has been basically on the spot. Aside from figuring out how to word it.
