Or just anyone to do either 2012 tmnt or 2003 tmnt rpgs. Could be a plot I create or whatever anyone comes up with.

Love TMNT, You can count me in for something. Id suggest looking into "TMNT and other Strangeness" for creating your own characters. It had a really good mutated animal mechanic. Say if you want to run a story less the familiar characters.
