Leonard Snart would be great right now, since as you've seen Joe and some other officer were referring to him as the guy who could freeze people. But I need someone to play Reverse Flash.

Reverse Flash is a real character. In the comics, there are many RFs. Yes, his suit is the reverse version of Barry's but also there's such thing as the Negative Speed-Force, where all evil speedsters get their speed.
