Appearance: Due to the food shortages that happened in Viktor's childhood he is slightly short. His eyes are blue and his hair is blond, yet his head is seen covered up in his officers cap. He is often seen in his uniform and either holding a political microphone, or his armaments which consist of a PPSH-42 or his trusty TT-30 pistol.

Personality:
A firm and stern member of the party, he has been dispatched to preform his duty for the Motherland. Viktor actually saw some action in 1939 when the Union invaded Poland. Viktor is cold and unwavering to carry out his duty. His father served in the Bolshevik party and thus he wants to honor his father's work to make the Motherland strong.

History: Viktor grew up Voronezh in 1917 to a father who became a member of the Bolshevik party and a political hand of the Soviets. Growing up Viktor was filled with patriotic stories of how Comrade Lenin made the Motherland great again, this inspired Viktor to eventually enter service in 1923. Viktor served in Poland while the Union had it's soon to be broken pact with the Third Reich.
