Influenced by the likes of Tom Clancy, Silent Storm and (to an extent) Phantom Doctrine.

----

1947.

The year when historians have considered it the starting point of the Cold War, a period of geopolitical tensions between the US and the USSR alongside their allies from the West and the East. From the ashes of the Second World War II comes suspicion from the former Allied countries after fascism was defeated.

The two sides came to intervene in Korea on both sides in 1950 after North Korea invaded the South, backed by Chinese and Soviet support. It lasted until 1953 when an armistice was signed.

In the midst of the war, reports from the field have suggested the presence of a mysterious paramilitary group taking advantage of the war by escalating tensions that nearly forced the US to consider using the atom bomb.

This group was also reported to be spotted in parts of South America, Africa, Europe and Asia, seemingly supporting pro-communist efforts. Although later intelligence briefings also suggested their presence in the East in order to conduct false flag ops and frame the West.

In response to this, the Central Intelligence Agency secretly made plans to establish a multinational unit that would conduct black ops against not only against Communist forces trying to penetrate against non-Communist countries, but also to investigate the activities of the mysterious group. In secret meetings conducted with countries friendly to the US (regardless if they're neutral or not), they recognize the threat the group has to international peace and order since Korea.

The unit was known as Blue Light, named after one of the many missions conducted by the OSS during World War II. It was subsequently created with staff recruited from the various non-communist nations who are willing to bring the fight against Communism and investigate the shadowy group, which was given the codename of Fenrir after a few raids on said group's operations have seized evidence of an insignia of a howling wolf. Recruitment begins from various military/law enforcement/intelligence agencies.

The tensions in Vietnam, which eventually led to the Vietnam War, has given Fenrir the opportunity to string both sides in the new battlefield after Washington DC led the charge to help Saigon prevent a pro-Communist insurgency from toppling it, but not without giving the task force severe headaches from what's happening in South Vietnamese politics. There are intelligence reports that Fenrir has plans to conduct psyops in the field.

At the same time, rumors have come to BL that Fenrir forces have attempted to conduct secret operations to seize nuclear assets from countries that have such assets in their possession.

The year is 1969. BL is tasked to oversee an operation with a report passed to the unit from a mole in the East that a high-ranking official or two may intend to defect with information on a supposed secret Soviet project. No details were made, except that the mole warned that it was serious to warrant the KGB's involvement.

Gentlemen,

I've been greatly concerned that I'm hearing reports from Hungarians resisting Soviet occupation of a mysterious unit that's been openly collaborating with invading Soviet troops and assisting Hungarian troops in suppressing the revolts.

There were some reports regarding these so-called ghost units back in the war. It seems that no one has noticed them, although reports from the Moscow indicate that the KGB are also aware of them. I fear that these unknown forces may try to influence Moscow to crack down hard against the anti-Soviet protest groups.

The president has urged us to look into the matter at once.

For now, I'm ordering for immediate preparations to reactivate the task force.

Sincerely,

Allen W. Dulles
Director of Central Intelligence

Gentlemen,

Happy holidays to you all.

Blue Light, as I was told by the Special Activities Division, is now in its infancy. I've personally saw to our allies in the Americas, Europe, Asia and Oceania that they are free to allow their nationals to travel to Washington DC and join the task force if they so chose.

For now, training is done by experienced SAD veterans who saw action in Korea and Tibet. Over time, the unit will grow to expand its paramilitary capabilities. This means that a black budget will need to be allocated to it. I'm in talks with the president on how to proceed with this. Harvey Point and Warrenton are up and running.

Personally, I have no idea who chose the unit name.

Sincerely,

Richard Bissell
Deputy Director of Plans

Gentlemen,

Vietnam is now intensifying. Intelligence provided by MACV-SOG has strongly hinted of the ghost soldiers seen fighting either on their own against our South Vietnamese allies or collaborating with the Viet Cong and the North Vietnamese military.

MACV-SOG teams have captured some of them. But most of them chose to die after using cyanide pills to ensure that they are dead on the spot and cannot be revived. What irks me is that despite our efforts to identify them, no solid information has come up.

I'm deploying Blue Light to South Vietnam. Officially, they're under the command of MACV-SOG. But otherwise, they're free to operate on their own as long as they don't draw the attention of the press.

I'm hearing of what's happening in China. While we don't have eyes and ears there, it may be prudent to ask our counterparts in the Taiwanese military if they can help.

Our allies have raised concerns regarding the arrangements the task force has made with their work in the field that could easily reveal their involvement. I'll be speaking to some of their diplomats on this issue.

Sincerely,

Desmond Fitzgerald
Deputy Director of Plans

Our embassy in Moscow has informed us that one of our moles in the Soviet government has mentioned a tour on the DMZ from the north has been scheduled. This consist of Soviet and Warsaw Pact military officers. This also includes those from North Vietnam and China, which is strange considering the slight border war skirmish it had with the Soviets.

I don't know why this is happening. This may line up with some rumors we've been hearing that someone from high up wishes to defect.

Blue Light is cleared to head to South Korea. But they should held back until we can confirm in some way that this defection is intending to happen.

Sincerely,

Richard M. Helms
Director of Central Intelligence

Hi,

Initially thought this was going to be based around the real life Blue Light unit.
https://en.wikipedia.org/wiki/Blue_Light_(counter-terrorist_subunit)

I'm a sucker for Tom Clancy and did like playing Phantom Doctrine. I'm a bit busy today, but I'll try to think of an Detachment-A "Berlin"/MACV-SOG character idea for this.

I did read up on the actual BL unit and I just took the name as the basis. :D
