That's right.
These Project towers were designed to encompass their entire lives. Most of Babylon doesn't want to see the inhabitants of these towers out in the streets haha. This isn't a tower that conforms to 21st century architecture or expectations. This is at the very least the 31st century, things have got a little more complex. The floors are bigger and contain everything its denizens need.

My bad, it's the forty second floor Jack crashed into. It was a couple of posts ago.

Don't force it. :p Remember there's a wide world that needs to be explored out there, and i don't want Taleste getting caught in a crossfire It's going to get ugly, like be arrested or die ugly.

Although, couldn't you just edit your post to say forty second floor instead of forth? And perhaps make the flat number four or five digits longer. Up to you.
