Then you go about constructing your character with the departmental budget you receive...

All departments either generate case files, research or intellegence products and begin in whatever direction they want, weaponry and energy is applied to operations that require a more direct approach,

As more cases are handled successfully the departmental budget can be increased, equipment lost or destroyed is final.

After the Discussion of what department you are going to form, its powers and limitations, how it discharges its rights and responsibilities, then we can move on to your character which is the sort that would inhabit your department. Certainly when it comes to the point when you recruit further personnel for that said department, many of which will operate as an assist or alternate character.
