As long as he conceptualizes it as a weapon. A jet fighter is a weapon, but lets say, an aircraft carrier, that's perceived as a "thing that carries weapons", hence why he didn't weaponize it in Zero. I don't think he could make a TV remote, or a piece of paper a weapon. However things like lamps, cups, things that are very weapony, he can make those into Noble Phantasms.

yes. And even after the metal street pole he was using got cut in half, he picked up the remaining half to use it as a longsword.
