The Toge 20
While prosperous, Konohagakure has those who become isolated and fall by the wayside, this might be by choice of lifestyle or being to young to provide for themselves but regardless of circumstance the city relies on organizations of government affiliates to see that the lower class is tended to both medically and nutritionally, one of these such government affiliate organizations is The Toge 20.

Originally founded by Sio, A promising if childish Genin Swordsman, who at the time like so many of his Genin comrades had just been made orphan by the rampages of the 10 tailed beasts. They found themselves taking care of each other due to the haphazard nature of the caring systems at the time. They cast off there old surnames along with any love for the clans and city who was supposed to care for them. They started with who they believed was the most important and most capable and assigned them numeric surnames until they found the differences in capability redundant in the rest of their ranks, Those who fell into this rank would share a surname of 21. Thus the hierarchy was formed for The Toge 20. The benefits of having a lower surname became clear very quickly as tasks and responsibilities were passed on to members of lower rank with only the more important tasks being carried out by the lower numerates. Moving through the ranks of the 20 up to 1 is as simple as it is to enter their ranks, simply defeat a 21 and climb the ranks by winning a challenge of the defendants proposal, any deference from this method has been met with with hostile and unified action. Disciplinary action in general within the Toge is only meted out in very serious cases and mischief goes generally overlooked, this has lead the students that get training from Toge and later go on to the Academy to be far harder to work with than the usual student as they have been let to make habits of their bad behaviors.

The Toge function much like a charitable organization which raises and teaches those within the groups care. Aspiring nin who learn from the Toge usually find themselves in the Academy for further training in the more finer points of nin arts, but when these students arrive they are usually stuck in their ways which leads to bullheaded and cocky natured students that are a bit of a pain to teach.

Hoshiro has an extroverted social dryness. His desire for social includedness is battled constantly by his general bland demeanor towards most things, and at times his responses are given wearily under the weight of difficult questions. He finds that his is most happy when helping someone heal rather than slating the blood from his blade, but being born into to Toge 20 forces a pressure to honor the family and its way of life from birth.

Horisho's family beginnings start at the forming of the Toge 20 itself. Few seasons passed after the foundation of the Toge before Horisho was born, being raised by his young mother Mitsuki and father Komitsu as well as living under the protections of the Toge family itself. As his early childhood years came and went he showed little to no promise in the nin arts, but as it became the focus of his peers it was a point of either keep up or lose friends. But one by one his friends decided to take up new training at the acadamy and eventually they would leave the Toge 20.

By the time Hori was of the Genin examination age he was leading lessons for groups of youths in order for them to effectively find the vitals of an opponent with a knife. All of the faces had changed so many times that friendship only came as something fleeting in passing. It wasnt long before he grew to crave more structure and a chance to grow close to a group of comrades, so he decided that he needed to be free to make the choice himself. It was at that moment he was set in his decision to climb the ranks of the Toge 20. Eventually with the authority he rent away for himself by climbing the Toges ranks he entered the Academy as a late student. The problems came in relearning to do things like basic chakra control in proper form and attempting not to fall back on comfortable bad habbits. Although he had to struggle to make grade at times, he was able to pass the Genin examinations and was quickly seen as a resource to Konoha despite the difficulties that came with teaching him. As his expertise in medical Jutsu and Kenjutsu has continued to grow as has his influence and rank as a member of both Konoha and the Toge 20.

Kenjutsu Adept-
Whether dealing a surgically precise slash with a sword or a medical knife it has become very similar to Horisho, and he has become a savant with either in hand. His standard sword combat is based out of a stance that imitates the speed and fluid movements of the deadly Konoha Viper and using his medical knowledge to deliver quick and fatal strikes to precise vitals.

One Handed Seal Training-
Being a Kenjutsu user Horisho felt it necessary to learn the technique of one handed sealing during his time training for the Chunin examination. It was this sort of initiative to refine what he is capable of that lead to the decision to allow him to take the Chunin exams to begin with.

Nin-Tai Training-
As Hoshiro has continued to grow as a Chunin he has taken to the basic development of simple Nin-Tai techniques to supplement on top of his talents. While impressive these techniques are still in refinment and he is not as idiomatic in their application.

Sketched Images-
Horisho's early isolation from meaningful relationships lead him to have a lot of free time. He used most of this time refining his swordsmanship and focusing on the 8 Point Healing Technique, but when he wasn't attempting to be the best nin he could be, he was interested in finding interesting vistas and landscapes to replicate in lead on a sketchpad. All of this time invested in doodling has left him with a knack for it.

Medical Training-
Many hours of Horisho's training was spent in the Konoha general hospital were he became just as much an expert in basic medical techniques as he is in his nin medical arts they taught.

Nonplussed-
Due to the nature of his living conditions Hori has become quite numbed to shocked or surprise when it comes to acts of violence or intimidation.
Competitive Eater Style- Path of Fire-
Horisho has bests some of the spiciest dishes in Konoha proper, but the hottest of challenges still elude him in the farthest reaches of the province. Nevertheless consuming all the heft of the city's spice has left Hori with a palate that can handle extremely spicy food, though he still has limits and has not mastered the Path of Fire.

Konoha Viper Stance I (Coil)-
This form is the bases of the Konoha Viper style. This form is as much about the fluidity of the form as it is about retracting, denying opportunity. While in this stance the user takes a crouched position and suffuses there lower body with chakra, by doing this they become very nimble and evasive but lack a lot of maneuverability from the chosen spot. This technique has before been used with techniques such as Kinobori and Water Strider.

Viper Style Strike- Pierce-
This technique but itself is a swift and deadly katana thrust with a moment of delay before it strikes, but when paired with a stance it takes on differing effects. When used under the effects of the First stance Coil the range becomes deceptive, a spike of chakra thrusts itself from the tip of the blade just after the strike would land, this can turn a near miss into a fatal wound. When used under the effects of crush the aforementioned thrust becomes a terrifying wave of projected chakra that deal devastating, crushing blows.

Viper Style Defense- Shed-
A technique Sio developed with escape in mind, this jutsu allows the user to create a thin chakra shell around themselves, when needed this chakra shell can be infused with additional chakra to become a shadow clone.

Konoha Viper Stance II (Crush)-
Once the Konoha Viper is large enough it begins to understand that biting and constricting its pray is to much of a waste of time, instead it uses its massive body and immense strength to crush swathes of trees and animals alike. When in this stance the user will put both hands on their weapon if not already and suffused both their upper body and weapon with chakra that delivers devastating crushing force while also increasing the bodies resistance to such blunt forces. This stance can turn even a chopstick into a deadly weapon.

Viper Style Combo- Twin Serpents-
Twin Serpents is a Coil Stance combo developed by Hori as a part of his Chunin examination, by concentrating on the chakra in his legs Hori can move at blinding speeds dashing towards his opponent, in the split second of the strike Hori body flickers behind the target and makes a second strike at the enemy other side. This technique ends the Coil stance and consumes a fair bit of chakra in doing so.

Fire Release

Great Fireball-
While this technique is laborious to execute, Great Fireball is a pyrotechnic marvel. The user gouts a stream of fire that quickly coalesces onto a spherical raging inferno. This technique can be maintained but even casting it in the first place takes a tole on ones reserves.

Blazing Hand-
This simple technique ignites the users hand in flame as bright as normal flame. While the user themselves are immune to the flames heat, to everyone else it is still fire.

Phoenix Flares-
This jutsu bombards an area with burning motes of fire that hang in the air and cause a small explosion when touched, while not particularly hard to dodge it is usually a tedious and careful task.

The 8 Torturous Paths of Recovery-
During his tutoring at the Konoha general hospital he mainly trained with his mother, Mitsuki San. She passed to him her medical knowledge of the 8 Torturous Paths of Recovery, a technique that creates a chakra link through surgical incision being made into one of the 8 Gate locations. By creating this chakra network throughout someones body healing chakra can be flowed directly through the body causing a vast increase in both the potency of the healing technique used but also a greatly accelerated rate of recovery from said healing. The single problem with the technique lies in the insurmountable amount of pain that is experienced by those who it is preformed on. It has been described as having a burning orb of spikes the size of a baseball moving through the places on the body being healed by those with the iron will to stay coherent through the blinding pain. Opening one or two points is quite basic and would only require a small amount of chakra investment, but if there a re more areas effected then more points can be opened for additional chakra use.

Healing Technique-
This is the basic nin art taught for healing. After a few hand seals and a moment of concentration an orb of light appears in the users hand, this mote is then places into a wounded area and a chakra link is established. The user then feeds healing chakra through the link into the target area knitting bones and flesh alike.

Reverse Snake Bite Technique-
The reverse snake bite technique is similar in complexity to the basic healing technique. The user places their hands on a wounded area and not only removes the poison from the targets system and also slowly recovers the partys of the body damaged by the poison.

Chakra Scalpel-
This simple but deadly medical technique forms a small blade of chakra. This blade is sharp and agile enough to make surgical incisions and anatomical dissections.

Fire Style: Blazing Blade-
This is a basic adaptation of Hori's understanding of the Burning Hand technique. is a basic but effective chakra infusion that is applied to a held bladed weapon. By preforming the proper seals the user can run their fingers along the blade of their weapon, coating it in a burning chakra fire. While the initial investment of chakra is minor, it continues to consume chakra as the fire is left to burn.

Fire Style: Phoenix Whip-
A Fire Chakra infused slash developed by Hori. The Phoenix Whip causes a fire infused weapon to take the chakra on its blade and converts them into high velocity explosives. With a slash of his sword a volley of burning motes is cast in the arc of the slash which then explode upon contact. Developed as a hybridization of Phoenix Flares and utilizing this fledgling Nin-Tai arts, this technique if landed point blank can lead to gorey results.

Fire Style: Rooster Plume-
A technique of Horisho's most recent design. With a simple hand symbol any chakra coating on a weapon can be ejected with great force out the hilt of the weapon, burning through the chakra in the infusing like fuel. Horisho is still quite inexperienced at controling the Rooster Plume and it usually sends his sword flying, rather dangerously, out of his hand. And sometimes thats on purpose.

SLAP. !? A loud meaty collision sent shock-waves through Hori causing him to start from his nap, jerking in place slightly but not otherwise moving. It had been a long and hard marched road and he was happy for the relaxation. He laboriously lifted his upper half off of the soft bed of shrubbery he had been napping on. He looked over to the source of the noise to see many of the kids still in the water and on the bank. Based on the way that Juzo floated back to the surface of the water and was still had motor function Hori knew that the kid didn't need any medical assistance.

As he took in the nearly surrealy peaceful visuals around him, air perfumed with the scent of roasted fish, he couldn't help but of the looming confrontation on the horizon. It all seemed so far way until he began overhearing an authoritative voice begin to call out orders just on the other side of the shrubbery were Hori had made his bed. "Limit chakra use unless it's needed...We do not have any specific information about our potential opponents...I see three likely areas. Daikon village, Cabbage town and Cabbage rest." Then the speaking became softer and quieter, He wouldn't have heard them if he wasn't so close and or he wasn't listening so intently. He caught words of one of the jounin in charge that sent his mood sour. "Our camp has been discovered. Looks like we're going to be marching again."

Horisho sighed and laid back down. He closed his eyes and took a few more slow deep breaths before letting his eyes open again he peered up at the sky from on his back in what he assumed would be the last moments of calm and silence he would enjoy for a while.
