23 years after the destruction of Neo-Tokyo in 2019 the government ordered a police state creating a group of cybernetic/psychic called Csy-Op that crusies the streets getting rid of criminals either by killing or arresting,But being arrested would be worse for being arrested by Csy-Op the person would be tortured and experimented on by Dr.Maru to be part of a more secretive branch of Csy-Op called Supuraisa.
Meanwhile in the ruins of a building lies a cult trying to revive Tesuo Shima the one that caused the many death and destruction of Tokyo 63 years ago.This cult nicknamed Lost Ones or Kureiji that are psychics themselves their leader Chifu building a statue of Tesuto out of scrap metal and other things worshiping him as a god.The whole existence is to try to bring their so called go back form killing child,women and men to feeding a sort of purple fluid called Cremtion to the scrap metal statute.
While this is going on Shotaro Kaneda along with his group named the New Tokyo Empire or N.T.E plan on making Japan along with Tokyo a democracy free form the dying government that is trying to rebuild while N.T.E are trying to bring back the freedom that was once present before the first destruction of Tokyo.
Biker gangs also run rampage in the streets four of the biggest gangs are Clowns a group of make-up wearing bikers that control the eastern block.Kellens are a psychics that escaped form Dr.Maru and formed their own gang dealing in drugs they own the western block of Tokyo.Slicers are a group former Psy-OP that have gone made form the cybernetics and are depend it on their cybernetics and have lost their psychic powers they also own the northern block of Tokyo,The also deal in weapons and cybernetics.The last group called BabaYaga are prostitutes and homeless that control the southern block and deal with prostitutes and gambling.
Tokyo during the creation of the police state the city was split into 4 blocks that were North,South,East and West that would be patrolled and city keep the from going to complete chaos.
