That's more than likely what happened xDWell they'd have to be in either Ryan or Kurisa's squad in order for it to make sense. Since Ryan is in charge of sending Shinigami out to go investigate shit, that's where Shiro and Chie come into the plot. And since Kurisa is pretty much in charge of the bad Shinigami (Jail), the idea was for him to send out Kuroda to go help with the mission, ya'see?....Just have to figure out who is in what Squad now *Flips pen*
