(I'm rather fed up with the overpowered characters to be honest. But yeah, you can be OP and shit if you have a reason to be but don't go overboard kay ^_^)

4) Skills look fine to me oxo And cooldowns seem reasonable ^_^

5) With the Kido etc. you can only use the ones listed as unseated, for the rest, you need points gathered by doing missions to buy them and then train for a certain amount of days to use them ^_^ You can only use ones listed as your rank, which is unseated until told otherwise by the captain of your squad.
