I agree, particularly for Pokemon like Jirachi and Celebi where in the canon show and movies they are only available for a certain time frame.
There are legionaries that don't really have a unique purpose in the wild like Phione, Latios, Latias, Shaymin (the...Graditude pokemon?), Deoxys (doesn't have a clear purpose to the natural world), Heatran, Meloetta, Victini, Ho-Oh (The Victory Pokemon, could be an event Pokemon), Diance, Hoopa, Mew, and I think the 3 Legendary Dogs. These legendaries don't have any real consequences for taking them out of the wild.
Pokemon like Arceus, Palkia, Dialga, Cresselia, Darkrai, Rayquaza, Kyogre, Groudon would not only be over-powered but would have huge consequences from taking them out of the wild; thus they should remain "uncatchable" but can make an appearance for a short while.

Name: Steven Falcon
Personality: Somewhat lazy, Steven won’t do anything he’s not told too. Sometimes immovable, he rarely deviates or extends from a given task, unless something personally takes his interest. He’s quite whimsical, relaxed and somewhat unmotivated, largely content to live life with no real direction. However, his family pushed him to be a trainer and some of his friends are also trainers, so he’s becoming a trainer if only to make them leave him be. Despite that, he’s quite optimistic and figures that a few years away from home would do him some good, along with satisfying his parents.
History: Steven and his family live in a relatively small town, with enough to get by. It wasn’t exactly amazing or anything, but there was some nature around so it made ideal space for the day care center. Steven’s father was a bird pokemon trainer (you know, one of those guys) while his mother was a pokemon breeder. They both had brief stints being trainers before settling down and raising a family of Steven and his little sister. While his sister was very curious and stuff, Steven really wasn’t. It was somewhat worrying for his parents how he’d be content to sit in the sun and stare into the sky for a while.
When he grew up to be close to the age his parents started their trainer career, they started dropping subtle hints about it. They even sent him to trainer school for a little while, trusting him to his aunt living in the city where the trainer school is. Obviously, he eventually realised that they wanted him to have a trainer adventure, and while that wasn’t something he was exactly keen on, his friends (that’s you guys maybe) decided that they also wanted to be trainers, so through a mixture of peer pressure and expectations, Steven started to beign his trainer journey, probably.
