It is certainly original(and a bit Lovecraftian but chaos is like that anyways) and rather extreme as far as mutations go...
I'm certainly fine with you being the forge adept rather than the captain... in fact we actually have the master of the forge already(Constantine Drussos played by mortarion)
As for the concept itself... hmmmm... as strange as it is the Warp Skulls are a very insular chapter, and very isolationist anyways being a fleet based chapter in the edges of Imperial space.
Personally? If you wite it well in the character sheet and play it well I have no problem with it. If my CO-GM's disagree we will have a conversation but I am alright with it... just remember that the chapter hasn't fallen yet so you are probably extremely outcast currently
