So I cut out a bit so the part I was thinking of was more obvious. The process is either on purpose or accidental. But there's a way to have it accidentally, because in the MCU it's not an easy thing to be accidentally exposed. In the 616 universe it was rather easy. Better?

@Revans ExileIf you've read any of the comics, just go with that's canon there. Except for the mass spreading of the Mist thanks to Black Bolt.

Also:

blahblahblah...but these new crystals are laced with Diviner metal, making them harmless to Inhumans but lethal to humans. At the end of the season, a large amount of these crystals falls into the ocean. Fish are shown being contaminated by these crystals and later processed into fish oil.

Season 2 didn't really cover how one was chosen, I may have to make shit up. I'm thinking a lottery system.

Agents were chosen normally. Like any other federal agency. After SHIELD resumed under Coulson, SHIELD hasn't hired many new recruits. If that helps you at all.
