I just said all Earthland must come, which is only 10. Laz can fly, and Penny and Sayuri (Whom you forgot) are already at the Capital. So that's 8 who have to ride the legion, assuming Mayt doesn't make Wizard X go there off the legion.

Gentsai and Edo-Shutlet built a giant Golem Titan that they're going to load up with as many people as possible and take to Earthland. Mayt is making everyone from Earthland come, (They don't have to fight) and he plans on stopping it from going.
