What i meant was like a world that had no player control that if it was lets say mining world full of things needed for tanks And Such I Could claim it without worry it Will cause a war or something akin to that.

Alright. And so you said the lay out of our planets are a hive world an. Several feral/death Worlds? Is that? Or do we get like a minor forge world for equipment and armor?
Do each faction/sub faction get a boost for thing? Example being space marines are better at somethings then the Rest?

So we could build like cruisers,frigates, and bigger ships,but we Would need to find the plans to build one. and to build battleships/battlebarges/whatever we would need to hold a forge world?
Mkay just making sure. Also you said forge world,does that mean only the one who holds it can build Ships?
So i can have a Force of marines,traitor guard, and cultist?
