Nakami

"Anderson, Magus, rank two. Rebekah, Sorceress, rank four." Nakami drew four different strips of paper from his belt and held them in one hand while he drew four more. Walking to Dante, he handed the boy one set of four.

"I assume if you don't have to prepare the setup materials, you can display your full power. Watch me and copy." He tossed his set of papers some distance away and held his hand out in front of him, fingers curled upward.

"Come, you who are beholden to the land. I call upon your aid in this time of need, waking you from your slumber so your steps may shake the earth. Serve my will!"

As he spoke, the papers began to circle each other, picking up speed as the incantation continued. When the last words were spoken, they turned brown and crumbled to dust, which whipped itself into a small tornado. When the dust cleared, in it's center was an eight foot tall beast that seemed to be made of solid stone, which moved slowly to stand beside Nakami.

"Your turn," He said to Dante.

Tsumiki

In the Esper testing area, the air beside Sachiko twisted and popped where Tsumiki teleported in. "Ah, Sachi, there you are. I'm gonna borrow this Sensei!"

As quickly as he had appeared, Tsumiki grabbed Sachiko and they both vanished without any kind of explanation.
I borked the hell out of Tsumiki's ability, so I fixed it.

Behold! Ultra Tsumiki Neo!

Behold! Ultra Tsumiki Neo!

Don't tempt Nakami, he's as likely to test you again as say you pass if you make it too easy.
two men enter, two men may or may not leave.
or they can use quantum physics to create two instances of the same seat.
Nakami

"Very good," Nakami said, though his face remained as impassive as before. "Though it seems to me you are almost drained of mana." He removed two strips of paper from the pouches at his belt with one hand and held them in front of him.

"Lie here in wait and snare those who would do me harm." He intoned, tossing the papers towards Rebekah. As they passed to either side of her, the spell took hold and paralyzed her. "I have placed a weak binding spell on you. If you can use your remaining mana to break through it before the end of the next scan, I will name you Sorceress, if not, I name you Witch."

With that, he turned to Anderson and stood contemplating him for a moment. Finally, in an almost imperceptable movement, three papers appeared in his hand and he immediately threw them at Anderson.

"Dodge." he said halfheartedly as the papers burst into flame.
so you're saying that they took the entire framework they established in the first half of the series, where they clearly described how Espers gained their powers, and then said "No, we're just fucking with you, it's drugs"

that sounds so incredibly dumb that I can't believe the same person would write it.
Either way, if something can be taught, it can be learned by accident. Espers aren't given drugs or otherwise forced to manifest, so developing your power without help is more than just posible.
Non-Gemstone Espers get their powers through the Power Curriculum Program rather than discovering that they're naturally superpowered.

Being an esper means owning your own version of reality, which often happens during a child's developmental years. Many espers DO gain their powers in school, but usually the basis is already in place, and it's not unheard of for a child to learn to use it themselves. Notably, Accelerator could use his ability since before his school years because of Reflection's instinctive nature.
