My apologies, I'm more knowledgeable about Left 4 Dead and the movies over the actual game (in terms of Resident Evil). I only played the fourth one in the Resident Evil series, sadly.
I write Left 4 Dead fanfictions and I've considered the possibility of new infected such as a male Witch, the canon "non-canon" Screamer and Hell-hounds (infected dogs), which would be a good trait, considering this would be mixed with Resident Evil and there's a resurrected dog in every one of the movies. Aside from that, I'm horrible with originality as far as new infected go.

Alright, a good series of questions, let me try to explain this as best as I can:

Yes, some tribes have resorted to cannibalism. No, this is not the only source of food found within The Outside world. A huge concept that is stressed throughout the story of Raindancer is that humans have adapted and evolved over time. Because of this, their metabolism is much slower, making them able to survive without less food. Where does the food come from? That's where "Raindancers" come in. Raindancers are those who bring purified drinking water to the land through "dancing for rain" (Hydrokinesis or water magic, however you'd like to look at it) and though it is difficult to agriculture, it is not impossible. Some tribes have land where they literally have shifts clearing it of snow and watering what little sprouts they have. However, since oxygen is thin due to less trees, it is common for there to be failed harvests.

Food also comes from roaming animals. Similar to the first Ice Age, this world still has some animals such as caribou. Hunting is common, especially in mountain areas where harvesting is close to impossible. There is still trade among tribes and smaller settlements (though where they get the food from is a secret . . this is for storytelling purposes). There can also be "remnants" of the old world to be found (think of the Fallout series), though they diminish everyday.

Yes, there are people on the Outside who are able to remember life before the snow. They are the oldest within the tribes and would have your generic elder rank. Since only a "lifetime" (in duration of time) has passed, it is assumed that this is the best reason as to why Humanity is still kicking.

Religion is widely practiced on the Outside world. Most tribes are polytheistic and believe in a multiple of Gods, while people in settlements may have converted to either Christianity, Spiritualism, Judaism or the like. Religion is a daily part of life for tribes and other compounds (*spoiler*), but it generally does not play a huge role in settlements. People in settlements practice their religious values at home and while it is not uncommon to be found in households, it isn't usually the norm unless you're from a religious based compound which are usually heavily run with ideals of Christianity or Judaism. People who are lone travelers or are from the Compound may have a book of religious value as well.

And for your last question, most are too busy surviving to think about appeasing a higher being. However, considering this Roleplay is not purely survival, there will be huge psychological aspect as well. Religion, morality and other values are likely to be discovered through a well-fleshed out character. Unless your character hails from an overly religious tribe where ideas such as listening to your elders and appease the Gods are ran through your skull or an overly religious compound, odds are you won't think TOO much about it.
