Plasma torch. I'm not talking about futuristic super-length anti-armor cutting tools, I'm talking about a handheld plasma torch of the modern day, which can only cut through about half an inch.And a plasma bolt, or a plasma cannon, or some other plasma will very obviously have much more ability against armor than a handheld cutting torch of the modern day.
