I would reserve the British again (surprise, surprise, surprise xD) but I'd likely be making EVEN MORE changes lol

"You state that you will try to create a new universe, a peaceful existence with no war or hatred? And this comes from a collective with so much blood of the innocent spilt on their hands that it's practically null and void! We do not wish to fight anybody! We push to fight only because we have to, only because it's to safeguard our economic and technological bond with the Equiis Pact. But how you can say you try to establish a better future, aside from the impending war against the Equestrians, when you have slaved, assimilated and slaughtered innocent races for years is absolutely disgusting! And in your disturbing hypocrisy will only lead destruction in its wake. So, fine! Try to fight off the Equestrians, try to gain more dominance. But when the Sazkarjhit war machine tears Triarius' sky asunder with the force of a thousand burning suns, then...then you will realize how wrong you are, to try and create a new universe by yourself. Even without your help, the Collective will crumble just like every great empire that got too ahead of itself."

A voice in the mind

"You're people can talk of innocent blood, at least ours is for a trade off that is actually benevolent! Your war machine is so woefully inadequate... We have more war ships than you have people, how do you intend to match our output with your small number of planets? We have survived worse than you, than this war, throughout the ages. But I digress, the Collective is not an Empire. It is not a nation. It is an idea... You can kill the preacher, but you can't kill the idea... Especially when your own allies hold it so strongly... Peace... Equality... Can you not see the parallels? Are you blind to it? We do not want dominance, we want payment! Perhaps you cannot see it, because it is not your own blood that has been spent in it's pursuit, not your own who have died in the hopes of achieving something they have taken. Perhaps you do not understand. But we understand you, we see the electricity flowing in your mind, we see your ships and we see wars... We see the end, we see cords being cut, everywhere we see death and decay. Why can't you see? We have seen. We have seen and learnt. Ah... we receive a thought from a far off place... an image of times long past..." *A thought was sent, a memory perhaps, of a time long since on. Thousands of Triarii, strange creatures and flying discs within a city, fighting and dying on a planet as they do battle with something unseeable. In the sky, hundreds of ships burn as they fall into the planet, streaks of plasma fire spraying across space... A group of four Triarii stand, protecting an Aetherii from the unknown threat with their powers before being struck by bolts from an alien weapon and falling to the floor, their bodies imploding. A strange transport ship lands and the Aetherii and a single surviving Triarii board it, along with whoever the memory belongs to. The memory turns, revealing the view out of the back, tens of thousands maybe more, all dead as a river of blood flows between them, and some strange alien craft approaches, firing it's weapons at the transport, which narrowly avoids it as the back closes again* "AH... our worlds burnt, our people slaughtered, our blood ran in rivers across islands made from the corpses of the dead. All for a better future... a bright one... a promise. A promise that should be kept!"

Message to the AIF (Triarian)
"We have sacrificed much human, where is our reward? Why must the Equestrians try to steal it, as they steal everything? Our ancestors died, again and again and again, an endless war, our sacrifice for the greater good! We were promised a reward, one which we could use to unite the universe. We do not see a reward, and yet they lure away our guides, who slip a blade into our spines after all we did."

Message to the AIF (Umbrae Populus)
"The Triarii are more angry than we have ever seen or ever dreamed. It is as though they are sharing one mind, but this mind is one with war and hate and depression. But secretly they know... Yes, secretly they know exactly what they are doing. And we will follow them to the end, whatever that end may be."

Message to the AIF (Aru'Shumi)
"MURI PRE NI'SHUM!"

Message to the AIF (Saeva Simius)
"We stand ready to destroy any who we are ordered to, those who stand before us light the night skies in flame! And yet, we do not want this..."

Message to the AIF (Selkath)
"The Collective is rallying behind the Triarii, as usual but... we may follow, but we don't agree here... Make them see sense, human"
Response to the Sazkarjhit

At this time, the Triarii don't even need to use their electronics, their combined energy is enough for them to reach out across the stars and the thought is transmitted to the Grand Vessels mind

"The Equestrians have broken an old deal, they have disgraced a history older than they, they have spread a disease of the mind into our former mentors. No, we shall make a universal union one day, and then there will be no war, no want, no hate, no worry. There will only be peace. But that lies in the far future, for now we will stop the Equestrians, their lies shall go and the future for all shall be better. Once they no longer threaten the Cradle, we will be satisfied. They look down on us through perfumed noses, they hate us! We will defend out lands, our ways. We are a happy people... we eat, we grow, we advance, we die. We have a good life. But they come and break what we fought for, died for, gave our bodies for!"
So much you gave
"Oh what mercy sadness brings... We must end our problems"
Then silence fell as they left his mind

Response to the Makudan
"Eons ago, before many of you were even thought of, we were there. We were with the Aetherii, and we made an agreement to last all eternity. We would guard them while they found the path and guided us along it. And so it was the path was found, and we were to be guided along it to Ascension, that we might take up the mantle we were groomed for by the Aetherii. This agreement was signed in our blood, as we fought, died and sacrificed out physiology, our original forms, for them. Skip forward several eons, another turn of the page, and we have this. An agreement broken, the Equestrians a third party in it's destruction as over half the Aetherii were to abandon us, abandon the deal we sacrificed so much to maintain, and instead hand it on a silver platter to the Equestrians! What have they done for this? Uncountable of our people died to maintain this, to defend the Aetherii and saved Children as a result, hammering our future out of blood, building eternal bridges from their bodies... But now, in the dark of night... The screaming of Children keeps us awake! We will not rest until the terms of this agreement have been paid in full, that the Equestrians meddle no more in our affairs. War, if it comes to it, will burn galaxies and last a Thousand days and nights ((Note, this means 'A Very Long Time')) a goal none can support. The greater good conflicts with us... but we act as one... lest we perish alone..."
I think we should start, since the Maormer have political reasons for delaying their appearance so it's not as if it's anything knew they're silent
Leaving Aetherii

The People of the Collective, mostly the Triarii, have suddenly become extremely hostile as this news emerges. Several quick 'mind polls' are performed in various regions, and all shockingly return similar response. One message was delivered electronically to an Equitem Civil Electronic Message Reciprocal Server, with several quadrillion 'House' seals from various Collective races
"We Want War, Wake Up!"
The Aetherii ship is hit by near enough a dozen Dark Energy casters, taking a chunk out of the planet it was stationed on and obliterating it, as well as the Leaving Aetherii and the Triarian who had been speaking with them. The other Aetherii are placed under even heavier surveillance the planetary shipyards refuse them entry, but everything else seems normal for them, at least for the moment. Collective fleets are placed on high alert, and it seems the Collective is about to lash out brutally and without respite. People rally in the streets, demanding a return to the aggressive absorption policies.
For the first time in nearly Eight hundred Cycles, a Communion of the Minds is called and quickly enacted, their thoughts merging, their minds as one to come to the logical conclusion on the future of the Collective. And in these minds, it is decided.
"It is time for the resurgence."
"The Student has become the Master!"
"The Collective shall rise again, what was once will be again, what is will be no more!"
"We have traveled far down the wrong path, and now we leap to the next over the Water and Cold, and the flames of our very being lash out from our skin as we amend that which we thought eternal"
"This betrayal... this betrayal... Our ancestors must weep... if the dead weep! We would weep in their place!"
"But the world turns! What was can be again!"
"We will be great again, no longer will we bend knee to the Equestrians."
"We will defend our borders from their threats..."
"We live for today but we die for the next with this boiling blood in our veins and the hot air in our lungs, so we shall step into war with our hearts on the line!"
"We'll tear at the ones who brought this disease!"
"Pride feeds their blackened hearts, it must be quenched to fuel their hypocrisy!"
"Halt! Collect your emotions, sons of old."
"Renounce what made you"
"I renounce. I renounce, I renounce."
"Let the Equestrians fear us. It's just means to an end."
"We will find our salvation and we will laugh as the Equestrians stumble in the darkness they created"
"Let the Aetherii remember what we did for them"
"What we did for them all those eons ago"
"The deal was made and now lies broken. Oh the betrayal and shame."

Thinking in it, it kind of makes sense. After all what do the Orc's love more then a good fight? It may not be as hard as we might think, perhaps they have silently been observing what has been taking place on the main continent, have seen the foolishness of men cause the Oblivion Crisis, perhaps they might share their bother Mer's concerns that the race of man will destroy itself and all of them with it if left unchecked and unguided. The Races of men are young after all and have much to learn. It's kind of a bio copy of the Thalmor's goals sure, but it's not implausible and self preservation is a strong enough notion to make such a drastic change. Perhaps the Thalmor have been feeding them lies the entire time about the Empires plans to invade them, or maybe their over fishing, I don't know. But there are a few possibilities.

Wasn't it the foolishness of Eleves, since Mankar was Altmer?

They should really move somehwere else, like, who's plan was it to make our new nation RIGHT next to the martial society of (if not fighting among themselves) warmongering conquers. If not for Talos bringing them into the empire they would have continued conquering all over Tamriel.Edit: The real problem with Pyandonea, is introducing them into Tamriel's politics, reclusive as they are.

Haha, likely the plan of a race who thought themselves stronger xD
Triarian Communication centre

"Wait, wait, I'll play it again" The comma officer said as he regained his breath, and the Equestrian message played again. The three Triarii laughed aloud again
"They... Haha... They don't even understand what we were saying!" One of them laughed as the voice playing
"Haha, what low intelligent being composed this message?" Ome asked as he shook his head, and the third spoke up
"An equestrian, how are you surprised? Haha"
"This best part is when he audio violates, I still can't get over that"
"Freedom, liberty... What a cruel joke, have you seen their worlds?"
"Indeed, what their citizens must think of their message, haha"
"Probably 'Freedom and liberty? Well I'm a star then!' Haha"
"Haven't been destroyed! Ha! Many have tried, many like them."
"Their predisposition to hatred... They cant even control their anger. Aren't you sorry for them" The first said, his face suddenly snapping to a serious one. His friends saw the change in mood and they too became deathly serious
"I am. They will toss themselves towards something they can't win"
"Like with the Makudan, the Humans had to step in"
"Faust surely does not approve of their actions"
"Faust is a being, she is influenced just as they may be influenced. Pity. I feel only pity."
"Affirmed."
"Too blind to see their slaves, oh the Tragedy"
"Some Aetherii are planning to leave you know... A Triarii is in tow."
"Excellent! One of our own to convey teachings of the Aetherii. A grand day that one of ours is accepted once more."
"Their minds are opaque to me"
"You have never been strong though, have you?"
"Haha, hold your tongue or I'll be carted off to the nearest nexus for Sociocide!"
"Haha... We best return to work."
"Indeed, I have to save some time for my Mate, we intend to go watch 'Fall of Peace: Darkness of Equiis'"
"Ah yes, that's about what would have happened if the Humans never stepped into the Makudan-Equiis war isn't it?"
"Yes, I have always enjoyed the 'Fall of Peace' entertainment series, Requiem was the peak though"
"Affirmed"

Return message to the Equestrians

"Attention please, you have misinterpreted the statement. Revise and a response will be relayed."
Announcement

The Triarian Collective has released a statement congratulating the AIF on their continued "autonomy" from the "oppressive clutches " of a union built on the "sacrifice of freedom and children on the Altar of power for the Equestrians" They particularly praised the Dolphins for being "Intelligent enough to see through the facade" surrounding the Equiis pact and maintain the freedom of all species of the AIF as a result. The praise went on to say "Withholding a great power from falling into the clutches" of an alliance "Constructed to sate the more warlike aspects of the Equestrians" a "Grand Service to peace in the universe"

Can you explain how the calculation of the stats work? Both the 3 for criminal organisations, and how the Investigate, Raid, Apprehend and Takedown actions work for the Police?
