Well i'm terrible for actually staying around aren't I?
Better late then never I have created the first IC post and declared it, open.
If you want to jump in to any of the random events I described, that is fine. You could alternatively, make a post starting of an arc of whatever you want for your character.
I just implore you to make things interesting.

Eyyyy.
Made the thing.
I won't be around much today but feel free to start talking in the OOC and posting character sheets.
It drifted higher and higher, casting it's shadow over the faces of many. A transport vessel containing workers, tools and building materials. All in black it would be hard to notice at night, but right now mid-day, it stuck out against the clear blue.
Another transport pod floating up to the veiled bundle of odd shapes in the sky. No longer an odd sight to anyone living in the city, the Modacci's new pet project was no secret. It would be hard after all to hide something being built in mid air. Especially something that massive.
Not many could tell what was under all those night colored tarps, but most could assume it would be making money, or causing trouble. Likely both. One soul who did in fact know what was being built there, sat on the railing atop a sharp turn, in one of the more oddly terrained parts of the city. His legs hanging off the flat concrete drop, Vati pumped his foot back and forth absentmindedly, his usual grin on his pale features. Not far off behind him, a bus had recently been commandeered.
A band of nearly a dozen masked men was holding the vehicle at gun point, an odd symbol glowing faintly on all their necks, they raced with all their passengers through the busy streets. It veered behind him dangerously, threatening to fly over his perch. Staying to the road by some miracle, the long metal transport raced down the hill, heading deeper into the heart of the city. Closer and closer to the even larger and taller buildings. Whether it had a target or not was questionable.
Vati regarded it speed by with little change in his demeanor. Yet another day in Pyrrhic...
Across the city at any one moment, an ancient pact was about to be re-made, a stealth bomb was being installed, and a new masked vigilante was making their way to hunt evil. Though this is all (possibly) unrelated, to you.
Pyrrhic city. A grey and neon bustle of tall buildings, fast cars, smoke and busy souls. Money flows in and out of it's streets like blood through veins. Business is booming, as long as your business goes through the Modacci's. A sophisticated and ruthless gang, they have their fingers in anything worth a few cents, with them you soar, without, you sink.
Set on a world somewhat like our own, this story would take place in a city built around being strong, in a society built the same. People who can overpower others, take what they want, and really, when everyone has some sort of innate magic or superpower, everyone is fair game.
There isn't much that can't happen in this city. Last week an entire office building of people disappeared leaving nothing but their clothes. A rival gang fight has been going on no stop since last Friday, and the underground hoverbike race was cut short by a stray wyrven breaching the tunnels they were racing through.
Anyways, welcome to Pyrrhic city, i'm sure you will love your stay.

INTERESTING PERSONS FILE---
-Lily Carnation: A enigmatic soul, always found closer to a corpse than a living being. Caries a brood of parasitic seeds with her at all times.
-Benjamin Rokeby: Volatile. Seems to make things disappear without a trace.
-[REDACTED]
-Jefferson Collins: Sways people unnaturally. Stubborn to a fault, he is not easily persuaded.
-Emily Walls: Loyal only to herself, she seems to do what is needed to get ahead. Has connections. Cunning and talkative, with honeyed words.
-Varti: Shows up when unwanted, annoying to dispel. Possible unstable.
INTERESTING PLACES FILE---
-Dead zone: A construction zone that has a half finished tower in it's center. Abandoned long ago for an unknown reason.
-Modacci's Tower: One of the tallest buildings in Pyrrhic, is serves as the base of the Modacci's. Heavily guarded. Full of wealth.
-[REDACTED]
-Dome of the protectors: A large dome made of black glass and metal, it serves as a base for an up-coming business, paying citizens to hunt down crime throughout the city. Run by a mysterious group. Not the government.
-City hall: Added to this list simply for it's high amount of traffic. Ransacked once a month, seems to be built on 15 different kinds of native burial grounds. Simply bad luck.
-[REDACTED]
-Shrine cathedral: A sort of gathering place of those who study magic. A safe haven for those usually outcasted.
-High-Line sky-port: The largest and most prestigious air dock of the state. Has air ship and other more expensive vehicle rentals.
-To be added upon
Name: Varti
Age: 21
Gender: Male
Race/species: Seems to be human.
Description: Varti is a tall and pale man. His build is slim, though he totes some sense of muscle. His face and features are sharp, though saying he looks sly would be more fitting than saying he looks sleek. Roughly 6'5 Varti has broad shoulders and long appendages. His eyes are narrow and lined with well trimmed eye lashes. His nose turns up in a dignified manner and his cheek bones are settled curtly. A lock of slick black hair lays on his head and a cold grin is almost omnipresent on his thin lips. Usually seen wearing an old fashioned Italian suit (black of course) he gives off an aura of untouchability.
Personality: Cool calm and a ticking time bomb. Varti likes to come off as slick and suave, but he has moments of instability. Laughing loudly at his own jokes or snapping angrily for a split second. Not caring to seem kind he says what he wants when he wants, though he isn't reckless with his words.
Powers/abilities: Able to teleport decent distances in a tuft of black mist. He is also able to create blakc mist in order to impair others sight.
Skills: Quite skilled with a knife. Has gained many connections, and is thus good at gathering information. Seems to be quite lucky, almost unnaturally so. Showing up in weird places.
Other: Loves baking. An informant to the Modacci.
