No, keybound spirits won't be able to join, not celestial wizards. Meaning Gao wouldn't be able to be in it.

And Lucy used her spirits because spirits weren't allowed in the Grand Magic Games. The problem isn't that Celestial Wizards are overpowered (because they really aren't), it's because if one of Eli's spirits were in it, then he wouldn't be able to use them, as they would count as an enemy.

"Hello," Dani said. He attempted to turn his head upside down so the boy seemed right-side-up, but only succeeded in making everything look sideways.

Matt had asked everyone in the room, but nobody seemed to have noticed. Either they didn't see Lily, or Lily hadn't been changed during the party. He had gotten nowhere. He sighed and left the room. He didn't even have a starting point. He wasn't a detective, how was he supposed to find out how to fix her. And even if he did find out when or where it happened, that still wouldn't fix the problem. The situation seemed hopeless, and the Bael guy wasn't helping. Matt had a strong feeling the Bael knew a bit more than he was letting on. However, it wouldn't be right to jump to conclusions.
As he walked, he ended up in the garden, the place he always seemed to end up when he had problems. Even at the Kamasyia Academy. He walked the paths, when he saw Lily with her head in her lap.
"Are you okay?" Matt asked worriedly.

I think the only way we would be able to work this is if Ursa only allowed non-keybound spirits to participate.

It's not cheating, no, but it would be the same as working two guilds working together. And as I said before, if Eli has to fight Gao... You know that sort of thing would happen. The king likes matching stuff up like that.

No, what happened was they put up an illusion to hide the fact that all of them were on the field against Laxus, as well as to hide that their guild master was also participating. Laxus beat them all at the same time, the illusion shut down, and everyone saw that they flat out cheated.
