February, part 4

The Imperial Palace was silent as a tomb ever since the Nankyo Massacre has occurred. For the first time, Shogun Emperor Eikou felt furious at every turn of events. This was not what he had planned nor could he have anticipated. The protests were growing too disdainful too quickly and it meant his plans for national revival would fall apart from the sheer speed of general dissent.

His thoughts of this whole situation was developing was interrupted when Genki Abe, head of the newly established Kempeitai, came into his office.

Upon seeing the Shogun Emperor in a brooding mood, Abe cut straight to the point:

“We established contact with the Meiyo Kaitukukai, Tōseiha, and Kōdōha factions and they have agreed to work with each other and with you. Already, the Kōdōha have alerted their secret militia camps to begin mobilizing while the Meiyo Kaitukukai began gathering public support from the villages and towns. The Tōseiha are in the process of establishing munitions and armaments factions in said villages and towns. Some are hidden; some aren’t.”

“And what of the Secretariat?” Eikou asked, his mood lightening a bit.

“The list provided by the Yllendyr proved to satisfactory. We have captured and begun extracting the information of agents from the handlers. So far, we got a dozen names that I can send my agents after at this very moment. This will certainly help protect the movements of our militia. Also, the new Shogun have recently arrived in the Treaty Port and will proceed to make his way to Nankyo.”

“Tell the Kōdōha to send 60 men armed with rifles to intercept the Shogun’s movement. If they cannot gather that much guns, contact the villagers and townspeople to “donate” some weapons from the local armories. Continue with the purging of the Yllendyr secret police. Keep them blind and toothless.” Shogun Emperor Eikou ordered, “And get me Gael!”

Abe left the Imperial Palace in secret with his newfound orders, leaving Eikou more brooding than before. This was a dangerous gamble that would cause the Imperium to send more troops. He was highly suspicious of Velendaal’s goals in sending over 9 thousand soldiers to the Shogunate. This seem to prove some rumors that the southern elves were secretly siding with Ecruir. Of course, that spurned on even more rumors, rumors that put the Yamato in constant wariness while the more radical bunch already saw the Shogunate already at conflict against the Velendaal and openly attacked the intervention force. Not exactly what he wanted, but having less soldiers to deal with is always good.

“I need an army.” Eikou mumbled under his breath. "I need one real fast."

Passage taken from Hideki Tojo, party leader of the Nationalist Movement, as he radio broadcast his speech the after the title “Shogun Emperor” was reformed throughout Kitagawa.

“Ladies and gentlemen, the young and the old, the meek and bold, lend me your ears…. 60 years have passed since the unhappy day when the Yamato people, blinded by promises from foes at home and abroad, lost touch with honor and freedom, thereby losing all. Since that day of dishonorable victory, Hachiman has withheld his blessing from our people. Dissension and hatred descended upon us. Bushido broken and defiled. With profound distress millions of the best Yamato men and women from all walks of life have seen the unity of the nation vanishing in a blink of an eye, dissolving in a confusion of political and personal opinions, economic interests, ideological differences, and the slaving nature of the Yllendyr. Since that day, as so often in the past, the Kitagawa Shogunate has presented a picture of heartbreaking disunity. We had never received equality, fraternity, and justice ever since the day the Shogun Emperor was executed. We lost our liberty to boot when we grow tolerate of the sufferings of our fellow countrymen when they were put in chains of Naerzo the Defiler. For when our nation lost its political place in the world, it soon lost its unity of spirit and will…

We are firmly convinced that the Yamato people entered the fight in 1832 without the slightest hesitation on its part and filled only with the desire to defend the Home Island which had been attacked by foreign aggressors and to preserve the culture, nay, the very existence, of the Yamato people. This being so, we can only see in the disastrous fate which has overtaken us since those dying days days of 1841 the result of our collapse at home. But the rest of the world, too, has suffered no less since then from overwhelming injustice. The balance of power which had evolved in the course of history, and which formerly played no small part in bringing about the understanding of the necessity for an internal solidarity of the nations, with all its advantages for trade and commerce, has been set on one side. The insane argument of the Yllendyr being the wielders of civilization is hypocritical when they are practitioners of slavery, executioners of surrendered belligerents and ignorant of our people’s customs and religion.

For then not only shall a nation collapse, but a two-thousand-year-old inheritance, some of the loftiest products of human culture and civilization. This cannot continue…

All about us the warning signs of this collapse are apparent. The anti-monarchist revolutionists of Avalia with its method of madness is inspiring a powerful and insidious attack upon our dismayed and shattered nation and divine Shogun Emperor. It seeks to poison and disrupt in order to hurl us into this epoch of chaos.... This negative, destroying spirit spared nothing of all that is highest and most valuable. When the time has come, we, the Meiyo Kaitukukai, will march on Nankyo and liberate the oppressed, the beaten, and the enslaved. The Yllendyr have overstayed their presence; their puppets corrupt and incompetent. We will free the Yamato, the Home Island, and the Shogun Emperor from the clutches of wanton greed and exploitation!”

February (part 2)

The Imperial Palace, constructed to be a mere house for the puppet Emperors of the Shogunate, had taken the initiative to wield executive power throughout the Shogunate. The incompetent Yllendyr Administration was unable to sooth the fury of the Yamato ever since the massacre had occured in the capital. With the citizens becoming dangerously anarchic and the underground movements growing bolder and defiant with every passing hour, Emperor Eikou wrestled with the Yllendyr administrators and succeed in restoring “Shogun Emperor” title, even if it was temporary to the Yllendyr bureaucrats. At least the restoration calmed the moods to an extent in the Shogunate but a new situation has developed for the Shogun Emperor to resolve.

A Yllendyr, dressed in his culture’s businessman attire, stood in front of the door that connected to the Shogun’s office. He arrived under disguise but the palace was secure of any traitor elements, thanks to the help of the Emperor’s own secret police. Two Yamato guards flanked the doorway but one of them allowed entrance to the Yllendyr. After hearing the closing of doors, Shogun Emperor Eikou looked away from the reports and saw his benefactor. He wasn’t alone though, another Yllendyr named Gruthran Gael and a Yamato named Genki Abe are also present.

“Elfod Arloth,” Eikou greeted cheerfully, clearly enjoying the presence of the newly arrived Yllendyr, “What brings you here? Any news happening today?”

“First things first, Your majesty.” Arloth grunted, wanting this meeting to already end. “Here’s the new list.”

He handed a few pieces of paper to the Shogun Emperor.

“These are the names, aliases and faces of all 36 Securitariat handlers that will be arriving to Nilrandell by the end of the tomorrow and their target locations throughout the Shogunate. Thankfully, my fellow countrymen haven’t suspected me of treason yet.” The last remarked was directed to the Auxiliary Legion Commander who glared right back at the nod from Arloth.

“Being in charge of the Securitariat branch stationed in Kitagawa would certainly help.” Gael grumbled.

“Thank you for your humble service.” Eikou smiled as he then handed the papers to Genki Abe. “You know what to do with them. Make sure that they never leave the Port City.”

With a bow, Abe took the papers and quickly left the room with new orders. Gael followed suit. “Make sure the legions are in position.” the Emperor called out to him.

“Now, news.” Eikou resquested.

“There’s a new Shogun that will be arriving, the brother of the murdered Shogun, as well as reinforcements from the other dominions. Arloth reported before commenting under his breath: “What a hideous mess this is becoming.”The image of saviors and liberators of Yllendyr is being shattered by the brutality of Ecrurir and his equally incompetent brother.”

“Look at yourself: you’re undermining the Imperium.” Eikou raised an eyebrow.

“I did what I did to settle my score with Yirlu.” Arloth rebuke sternly. “What I’m doing now and ever since was out of my gratitude for you making it easier for me. And I have no sympathy to the Imperium in its current state.”

“Do you even know the Imperium?”

“It is a nation meant to bring civilization to the barbarian nations of this world. To bring technology, enlightenment, and purpose to this dark world.” the Yllendyr answered.
“A lie we all agree to be the truth.” Eikou smirked.

“And what happens when we stop agreeing to it?” Arloth quickly interjected. “Chaos. A bottomless pit waiting to swallow this world.”

“No.” Eikou sneered, leaving Arloth speechless. “Chaos is not a pit.”

“Chaos is opportunity.”

“Many who try to use it fail and never get to try again. Their revolution consumes them.”

“Those who attempt to orchestrate it could not control it. The fires of failure burns into their face.”

“And some are given a chance to use it, but they refuse. They cling to their world or the foundation or the status quo. All illusions. Only opportunity is real. The will to use is all there is.”

Eikou continued: “But chaos is only for opportunities. Now is a time for action.”

Elfod Arloth secretly left the Imperial Palace with the usual request: more names of Securitate agents. It wasn’t hard; after all, he was in charge of the branch stationed in this island. Thankfully, a crowd was forming around a nationalist organization passing out leaflets and hanging up nationalist propaganda posters causing a big enough distraction for the Yllendyr to quickly return to his department.

He prayed that the nationalists, the Meiyo Kaitukukai, would never target him. After all, in order to not be caught, his friendship with the Emperor must not be known to the public. No doubt the month would get even uglier if a legion was ordered to silence the leader group since the citizens are more likely to defend him than hand him over to the Yllendyr.

February, the Month of Strife

The streets were dangerous these days, they've always been since the conquest of the home island. Even the Shogun didn’t feel safe with his dozen bodyguards as they could’ve have been infiltrated by revolutionaries, religious zealots, and nationalist fanatics. Eyes and ears are everywhere on the streets of Nankyo, the capital of the Shogunate, as the motorcar traveled along. Ever since the title “Shogun Emperor” was split in two, Adolo Yirlu, like all of his predecessors, could see the ire of every Yamato. His own mother reported having recurring nightmares ever since he was picked to be the Shogun and Viceroy of the Kitagawa as it was a very stressful and sometimes dangerous job. After all, it was a common sight to see a car bombing or a murder of a Yllendyr policeman in the newspapers throughout the Imperium. The Shogunate was the main source for basic news that could be put on paper. Yirlu hate going to sleep wondering if he was going to make it into the morning.

The Securitariat were also not having fun dealing with the Shogunate as every agent being sent into the home island end up with two agents in coffins and a thrid reported to be MIA. Insurgent cells sprang up faster than the secret police and Shogun’s efforts combined. Even though no major rebellion has ever occurred, the efforts to contain them was quite frankly taxing in terms of manpower and logistics. It was a burden to hunt down a camp due to the sheer size and geographic terrain of sub-continental island.

Suddenly, the motorcar stopped with the bodyguards rushing ahead of them.

“What is going on?” Yirlu demanded.
“Sorry sir, there’s a protest blocking the street.” his Yamato chauffeur answered, “Our security is trying to assist the police in redirecting the traffic.”
The Shogun sighed as he swore under his breath that traffic jams and protests would be the death of his sanity.
“Just….take us to the Imperial Palace.”
“Yes sir.”

Few streets away, a man in police uniform entered an alley and found package hidden inside. Afterwards, man switched his uniform with civilian clothes in package, where he also found Theilmu Navy .36 revolver. Fully loaded too.

After mindlessly watching the streets and buildings moved past him, Yirlu realized that the security haven’t returned nor in the process of catching up to them.

"Ru? Where are our bodyguards?" asked with concern in his voice. Wait a minute…..is the motorcar going slower now?
“I believe they are still trying to disperse the crowd.” the Yamato answered, “I can still hear the chants.”

Whilst chauffeur tried to explain odd and risky situation, the inconspicuous man moved quickly from the street's corner, opened the driver’s car door and shot the chauffeur twice in the head, before he could react in any way.
The shooter in disguise will never say it to any living soul, but it was his eyes, which will remember forever, from everything happened and will happen. Yirlu looked so...surprised. So much surprised, indeed, that a Yamato murdered a Yamato in front of a Yllendyr.

He briefly smiled like a tiger being friendly to the Shogun before his face hardened again.

“Hiro did a fine job but his services are no longer required.” the gunman remarked before shooting the remaining bullets into Yirlu’s chest, leaving him to bleed to death in his motorcar.

Everything happened in matter of seconds as the gunshots from the assassination panicked the protestors and the security causing the police and bodyguards to open fire onto the crowd, killing dozens of civilians.

As for the assassin, he simply disappeared, having accomplished his mission in revenge.

Soon, newspapers would bear the news:

Shogun Adolo Yirlu assassinated! State of Emergency declared in the Shogunate! Massacre at the capital! Emperor Eikou requested the return for the "Shogun" title!

Culture: Split between three branches: Honor, Loyalty, and Duty. Easy to please and quick to anger, the inhabitants, called the Yamato, in civil life are raised on a code of conduct on justice and wisdom based on class. Inevitably, Yamato are very disdainful of the Yllendyr ever since they executed Emperor Toshiko's grandfather. Social classes, from highest to lowest, is split between the Shogun, Kazoku (comprised of the Daimyo), Samurai, Merchant and middle class, and farmers and lower class workers. Due to Kitagawa society heavily militarized, a Yamato male is expected to serve at least 2 years in the military when he reaches 18 years of adulthood. Yamato are very respectful of another race's culture since they expect the same level of treatment back. Only the Yllendyr are the only exceptions of this etiquette.
Language: Yamato, equivalent to Japanese
Religious and Other Beliefs: Traditional Yamato religion, Kami-no-michi, is the worship of ancestors and nature spirits and the belief in sacred power in both animate and inanimate things. Under Kami-no-michi, the Shogun Emperor is revered as a descendant of the Sun Goddess, Amaterasu-omikami. This is why Yamato was utterly shocked when the Dark Elves executed the Shogun Emperor after he surrendered. This is the official religion of the Shogunate.

Climate: Has all four seasons with mild, temperate weather. Lots of hills and mountains with plenty of plains, marshes, and natural harbors around the coastline. There are forests present but not very dominate of the region.
Military: Even though its still traditional where the Daimyo and the Samurai are officers and generals of the Shogunate Military, promotion through the ranks are becoming more based on merit rather than lineage but this is more apparent on a company and battalion level. Even though the Shogunate military is not as elite as the Yllendyr, it makes up for it through its sheer Fanaticism and undying loyalty to the Emperor and the Shogunate. This would lead to extremely dumb but exceedingly brave Kamikaze soldiers and sailors.
Magic Prevalence/Usage and Elemental Alignment: Seen primarily as a tool in civic society mainly used by exorcists to weed out demons. Occasionally, magic would be use in combat but only if deemed necessary. Mind Alignment
History/Background Info: Prior to the Kitagawa Shogunate, the territory was ruled by warring factions of Daimyo and Samurai that fought petty feuds and civil wars over the centuries. Even though a Shogunate was proclaimed, it was quickly split apart after a Shogun's death. It wasn't until the Dark Elves arrive when the Yamato Warlords band together and formed a Shogunate to drive them out. Due to the Dark Elves's superior technology and tactics, the newly-formed Shogunate was defeated in every battle and the subjugation ended with the Shogun Emperor executed and his son taking his place as a puppet ruler to the Yllendyr. Despite the humiliating defeat and the outrageous treatment of previous Shogun, the Shogunate quickly adopted technology from the Dark Elf overlords at the cost of its pride and ethnic treatment. So vicious was the anger towards the Dark Elves that numerous uprisings occurred, especially the Samurai class, under the guise of restoring national pride. The revolts were crushed but the perpetrators were secretly pardoned and lightly punished due to the fact that everybody despised the Yllendyr for their treatment of the Yamato people.

1st Week of March (Part 1)

As the war reached its second month, the Shogunate spent its time consolidating its positions now that the Home Island is more or less secure. The Auxiliary Legions that were surrounded eagerly took on the Emperor's offer to surrender and pledge loyalty to Olarth. However, their fighting capacity was severely to 10%, 20, or 30% at least after the fierce fighting in that occurred in February. Even the Yamato soldiers and militiamen were still skeptical of their loyalty and some Yamato didn't even know that they were fighting for Olarth until the last minute. Nevertheless, the Auxiliary Legions were momentarily treated as POWs having to be forced to give up their weapons. Some of the remaining Yllendyr Officers that surrendered were trialed under accusations of excessively cruelty and treatment of locals before the charges were dropped as everybody had to be reorganized immediately under orders of the Shogun Emperor.

Elsewhere, the first bandit part from the deserted Auxiliary legions have been located with the cavalry quickly following behind for eradication. The two legions stationed in the port city fled with the Yllendyr citizens through the help of the Yllendyr Navy leaving the port city utterly deserted. The Yamato reinforcements that arrived in the 4th immediately took the city and razed the Yllendyr flags and whatever Yllendyr propaganda posters that were present. Since no one has anticipated the port city to be abandoned, the Samurai commander ordered the city to be striped of its industrial and naval capacity and to be distributed elsewhere through out the Shogunate. This meant the city would utterly useless to assault and defend in the foreseeable future. At least until the military high command figured out what to do with it.

Speaking of the Yamato High command, officially designated as the Shogun's Headquarters, had fierce debates of the direction of the Army and Navy after detailed reports were coming in after the surrender of the Auxiliaries and the humiliating attack on the port city.

A new Shogun Doctrine

There were to decisive factions that dominated the debates: the Tōseiha and the Kōdōha.
The Tōseiha, lead by ashigaru Lieutenant General Tetsuzan Nagata, was comprised of experienced officers, infantrymen, and industrialist who was more moderate and conservative to the more fanatical counterparts. Their argument was the army need to emphasis more modernization and higher emphasis on the machine gun and heavy artillery. That before and during an assault was carried out, the enemy positions were to be bombard with artillery to suppress enemy counterfire while machine gun will be moved into aggressive positions in order to support infantry pushes. Tōseiha's main source of credibility was taken from experienced gain from the Battle of Red Blossoms and the Dawn Assault where banzai charges were immediately repulsed with heavy casualties and the only thing that prevented the the Auxiliary from counterattacking was the the officers quickly ordered machinegun fire and artillery strikes onto their positions. Those weapons would later on would allow the Yamato forces to advance at a more reasonable approach.

The Kōdōha, lead by Samurai Major General Sadao Araki and comprised of other Samurai generals, advocated the importance of character building through rigid mental and physical discipline, which meant the focus of the army was not to be on the weapon per se but on the humble infantryman himself. They believed that a banzai charge of armed soldiers would utterly overwhelm the enemy by putting so much pressure through the weight of superior numbers and élan, that no amount of firepower could snuff out the spirit of Bushido. That even a rock would be the most dangerous weapon in the world if the soldier was brave enough to use it as such. There was some merit to their argument, however, as seen in the Battle of Bihoro where the Auxiliary Legion stationed there was overwhelmed by the ferocity of the Yamato soldiers as they got close enough to engage in close quarters urban combat. The Yllendyr machineguns had to reload at some point and that was when they were overrun by banzai. Mass infantry charges could prove to be effective in forms of shock tactics against weakened entrenchments. The Kōdōha, amazingly enough, were the most ardent in terms of preserving the honor code of the Samurai legacy. They stilled believed that melee combat was crucial in military training if modern weapons increased the distance in which both sides would engage. Kōdōha officers were actually the nicest, or at least the most respectable, soldiers a Yllendyr officer could ever hope to meet since they allow them to keep their weapons and travel equally among them. The Shogun Emperor said that they will be our allies against Ecurir if they surrender, which they did and there was no way around that to treat them less as allies. After all, betrayal against the Shogun Emperor is a fate worse than death.

"What's the point of sending a soldier to a battlefield without a proper weapon?" the Tōseiha would argue. "What's the point of giving a weapon to a soldier if he is unwilling to use it?" the Kōdōha would counter.

All this argument itself also expanded into the usage of cavalry. The Tōseiha were proponents of replacing cavalry as motorized vehicles and cars as military units such as motor scouts. Due to the industrial capacity of the Shogunate, Tōseiha believed it was feasible and some of the more ambitious industrialists and officers thought of making the entire army mobile by using cars as a form of troop transport.

Kōdōha, however, was the opposite: they argued that all this motorization is redundant as the speed of the horse is still perfectly viable to be used for recon. There's no point in training entirely new divisions when time and effort could be saved by simply re-equipping and re-training the existing cavalry units.

As for leadership, Tōseiha advocates for centralized command and plans the squads being idle on the fact that theres wasn't enough time to organize a proper command structure by the time the battle occurs. Just like their ancestors in the past, the Samurai generals and field marshals believed that wars are won through strategy: carefully-time counter-attacks and well-coordinated offensives will break through any line anywhere. Preparation and planning was the key to success and reducing the authority of the High Command would lead to general disorganization.

The Kōdōha propose a decentralized command as the junior officers and squad commanders felt that the High Command was too rigid and not flexible enough to react to sudden changes in objectives. There were some squads that did absolutely nothing in these battles because they were not granted the initiative by the High Command.
With better trained soldiers with high quality officers meant that the squads are perfectly capable of handling objectives when given autonomy.

In the end, Shogun Emperor Eikou has to make the decision: would he support Tōseiha or Kōdōha? Is a compromise even viable?

Nilrandell

To say that the Shogunate Navy, much less the military as a whole, overestimated its capabilities was an understatement. Being bombarded in the middle night by both sides definitely gave a huge shock to the Yamato sailors and naval officers as their ships were being pounded like a fish in a barrel. After getting over their initial shock, the Admiral of the Yamato fleet quickly resumed focus and ordered a retreat, leaving a light cruiser and two destroyers sunk and all heavy cruisers badly needed of repair.

Meanwhile, the artificial tsunami pretty much forced the Yamato soldiers to give up their siege of the city to avoid heavy losses and instead adopted a land containment of the peninsula. They had to stay away from the coastline in case of another tsunami but the colonel deployed small bands of sharpshooters and snipers at the edges to pick off any Imperial squad that was brave enough to skirt around the coastline. The siege was over until further reinforcements arrived and that meant the two Legion Auxiliaries manage to disembark from the port city and be relocated elsewhere.

However, the biggest insult the to injuries was that this entire ordeal could've been avoided. Due to the Mind alignment that was present in the vast majority of the mages and exorcists, the Shogunate Navy could've foresee the Imperial Navy hours before hand by deploying seagulls and other sea birds to scout for incoming ships.

Minamikyo

When news of this attack reached the capital, a wave of embarrassment hit the newly formed General Staff. This was their first failure in organizing the expulsion of Yllendyr. Thankfully, Emperor Eikou was in a forgiving mood and ordered the General Staff to begin organizing mages to serve as military recon to prevent further blunders of attacking blindly. Given the Mind Alignment to see through the eyes of animals, it will be crucial to gain sight everywhere to track down the whereabouts of the Imperial Navy and the movement of the Imperial land forces.

The first ever mage-only recon squad was hastily assembled by nightfall and quickly sent to aid the cavalry brigades tasked with hunting down the bandits.

Elsewhere, starting from February 19th, the Yamato soldiers that weren't already engaged in subduing the remaining Imperial forces were transitioning from militia regiments into a proper infantry divisions. Armed with modern rifles, machine guns, and artillery, 6 infantry divisions were assembled out of the remnants of the Yamato conscripts of the defected Auxiliary legions in February 22nd. A further 18 more were upon near-completion by the end of February as those divisions were waiting for artillery shipments from the factories.

Shogunate's 1st (Jade) Division after reorganization is complete

Meanwhile, during the days of brutal close-quarter fighting in the cities and surrounding area, the attack Yamato soldiers were ordered to hold position in February 27th as Emperor Eikou wanted the remaining Imperial Auxiliaries to surrender. Leaflets made their way into Imperial positions offered amnesty to the Imperial Soldiers as well as free transport back to their respective countries. However, the leaflets said nothing about the Dark Elf Officers though it has been heavily implied that they would be taken as prisoners of war. The four Auxiliaries were given until tomorrow morning to give their response at 8:30 am before the Yamato resume their attacks.

Outside of the world, it was commonplace where Yamato conscripts that were stationed in foreign countries took matters into their own hands after reaching to the conclusion that they would probably never see home again and began murdering their Dark Elf commanding Officers ever since news of the Kitagawa's War of Independence was known. Few soloed their attempts by cutting the throats of the officers in their sleep during the dead of night, others strapped grenades to their bodies and burst into the rooms where the Imperial Officers were meeting before detonating themselves, and many Yamato conscripts banded together to simply ambush the Dark Elf Officers with their pistols and rifles as they shot them from the bushes, trees, and even from behind.

Just as these attempts would fail, others would also succeed before being executed for treason. But before they carried out these kamikaze missions, the Yamato conscripts told their comrades, the ones that were trusted enough to not rat them out, to desert and make their way back to their own nations for freedom. The Yamato conscripts that didn't rebel would soon feel the heat of the Imperial retribution.

Of course, the Yamato conscripts were also equally killed in foreign nations despite trying to surrender to the rebelling nations.

The Olarth Question

The reason for the small ceasefire was that when the Shogunate government and Emperor Eikou heard of Emperor Olarth's message of granting independence on the same day it was announced. As to be expected, the government was was very skeptical of his offer. No one could completely know or trust Olarth enough that he would fulfill his promise. To be fair, the Kitagawa Shogunate would be fighting the Imperial regardless if they sided with Olarth or not.

Finally, on February 28th, Emperor Eikou took the gamble after much discussion with the government and sent a encrypted telegram to Olarth stating that the Kitagawa Shogunate would back Olarth's claim to the throne. An hour later, encrypted telegrams were sent to the Fibor Dynasty and to the Tokushima Daimyo requesting them to back Olarth's claim to the throne. The messages went on to great lengths talking about the grievances all three countries shared under the rule of the previous Emperor and that Ecurir will simply exacerbate the unfair treatment of the previous status quo.

20 minutes to sunset, Emperor Eikou officially announced to the Shogunate that they would support Olarth in his war for the throne in return for self-determination and he called that "all nations to thrown off the chains of Tyranny" and "Support Olarth in return for autonomy and self-governance". This announcement was purposefully broadcasted to the Fibor Dynasty and Tokushima as well as the other neutral nations still on the fence in hopes of swaying them against the Emperor Ecurir. Even the loyalist nations had access to this broadcast. All except Ecurir's side of the Imperium. Emperor Eikou went on and further declared that if the nations wanted "the respect and goodwill it deserves..." and that "Ecurir is the leech that would further deteriorate the already low integrity the Imperium has for its subject nations."

Going further, Shogun Emperor concluded his world address by speaking to the nations loyal to Ecurir: "I say this to you, the nations who declared for Ecurir, what has he done that deserves your loyalty? What did he offer that is superior to greater autonomy and self-rule? Do you even trust that his rulership will be just, fair, and not corrupt with arbitrary judgement and wanton reparations? Even you if you support Ecurir in the beginning, what would he do to the defeated nations? Simply, he will carve them up and cast their flesh for his minions to eat. Ecurir is using you for his own gains. Olarth promised change, change that will grant greater freedom to all nations even the ones that wish to remain to the Imperium. I'm not asking the nations loyal to the Imperium to secede, no, I'm asking you take this chance to achieve better representation in the Imperium. Please, I request that your nation's leaders to reconsider the backing of Ecurir's throne and join forces together to secure Olarth's rule for the chance for all nations to live proudly as lions rather than to survive like vultures."
