Titans of Gotham iCheck Part 2

Still a WIP, but here's what I have so far. I'd like to know if you're cool with the powers. Also, anything specific you want for the sample post?

The Mutt

Secret ID: Jorge Pérez
Alias: The Mutt
Age: 17
Home Location: Gotham City

Powers:

• Psychic Refocusing: Mutt sends out a short-range psychic signal that makes it's recipients (be it those on a general area or specific targets) either completely ignore him or ignore anything and anyone that's not him. How strong the signal's effect is depends on the receptor.
• Psychic Empathy: Allows him to make an educated guess on what a nearby target is planning, how they are felling or how they would react to something (in that specific moment). Jorge thinks it's possible he could use this ability to let others make educated guesses about what he is planning or how he would react to something happening, but hasn't been able to make it happen yet.

Weaknesses:

• His psychic abilities are relatively short ranged. His moderate estimate is that of a 200 feet radius, and he must be previously aware of the person's attention.
• Similarly, the more aware the person is aware of him the more difficult it is for him to remain ignored. This, however, doesn't seem to happen when he's redirecting the attention towards him. How aware the target is of anything that's not The Mutt is irrelevant to his abilities.
• Although he is in peak form, being stronger, faster and more agile than most well exercised people his age and good enough at defending himself to take down the common criminal; in hand-to-hand, unarmed combat he would be pretty much useless against a meta-human or an expertly trained opponent.
• Color-blind

Equipment:

• The Ol' Ball and Chain: Basically, a morning star flail without the holding stick nor the spikes. Or a single-headed meteor hammer with a smaller ball. Whichever comparison works best.
• Brass knuckled gloves
• The usual, basic-est armor and gadgets used by Batman and friends.

Appearance:

Olive skin and dark brown eyes. Straight, black hair; keeps it short but messy. Strong facial features. Boxer nose. Sprinter body. About 6'2''.

Costume:

His mask is derivative of Wildcat's, but with a canine twist. Somewhat reminiscent of a boxer dog, floppy ears included. The costume itself is light enough that Jorge can remain agile, while protecting him from some damage. The whole ensemble is taupe colored.

Personality:

Straight talker, but tactful and not overtly serious. Extremely aware of other peoples emotion, to the point of being easily affected by them. Slightly more reserved about personal stuff than the average teens his age, but that comes with the whole being a vigilante deal.

Bio:

Born and raised in Gotham's Spanish Harlem, the juxtaposition of his pacifist family and the violence on the streets that surrounded him made Jorge Pérez grow up with a peculiar view of life.

Notes:

• His favorite movie is Akira Kurosawa's Stray Dogs
• His favorite rapper is Snoop Dogg
• Jorge kept a tabby cat named Ziggy as a pet for a while, convinced it would help him hide his secret identity, as no self-respecting vigilante who calls himself The Mutt would have a cat as a pet. However they got along as, well, cats and dog, and Ziggy ran away. Jorge didn't care enough to go looking for him, but he started leaving a bowl with food outside his window, in case Ziggy ever came back.

@The Kid Lantern I've been thinking about powers for my character, The Mutt. I had in mind the ability to, and this is the best way I can describe it right now, send out a short-range psychic signal that makes those nearby (either in a general area or specific targets, of course, characters susceptibility to this would vary) either completely ignore him (so basically making him invisible, inaudible, and such to those affected; but still being recorded in cameras, audio recorders, subconscious memory, etc.) or make him his main focus of the targets' attention (this could go as far as making other people basically invisible, inaudible, and such to those affected; to be redundant). Would something like this work? Also, I don't have any idea of what such an ability would be called.

Just a few missions. After the battle with the Court of Owls has finished we'll be in need of new heroes in-game. I mentioned up top near the end what's in store for the current group. Your hero could quite literally be in Gotham during the Man-Owl attack if you want to go ahead and throw them into the current situation.
