He can't just like "oh that bullet is moving so slow I might as well dodge it with ease." As for the picture that is okay, I just need a description like you gave.

It's not like he can just shrug off bullets. They seriously wound him, it will take days for him to heal for something like a gunshot to the head. i suppose I forgot to mention that he still needs air and other basic human necessities to live. If someone knew about his regenerative powers they could just do something like drown him. Regarding the reaction time, just because he can see the bullet doesn't mean he can dodge it. It just means he can see it and think about what to do about it. Another comparison to Batman should help (Sorry for all the Batman comparisons). Batman can dodge a bullet at point blank range. This is an established fact. Ryan has reflexes just below Batman, which can be even greater with training. He can't dodge a point blank bullet, but he can dodge a bullet from a couple of feet away. Unless it's a machine gun, in which case not even Batman can dodge that. Is that a good explanation?

Flood just looked at her a bit more intently. "If you say so." He got up and walked out of the classroom. "I'm going to go train at my usual spot. Ask the Principal if you don't know where that is." He left the room and went up to the roof to do his usual routine. 200 pushups, 200 sit ups, the usual things. He usually did these things for an hour.

His healing factor is almost as effective as Deathstroke's was. Imagine it like this. He can get shot multiple times in the chest, and he will be downed for about an hour. He will regenerate after that. To kill him it would require some special sort of material that stops regeneration. Like what Deadpool used to kill Wolverine. His physical abilities could be said to be on par with a professional MMA fighter. Not quite enough to go toe to toe with a super powered enemy, but more than enough to go against any normal human. His reaction time is faster than almost anyone in existence. Only the fastest of the fast can beat him when it comes to his reaction times. It's right below Batman's in basic terms.

Increased healing factor, it is believed that his reaction time is supernaturally fast (no proof of this has been discovered as of yet)

History: Much of his past is unknown however it is believed he is an experiment made to recreate Deathstroke. Sometime between the age of 10 and 12 he woke up in an abandoned warehouse with several syringes nearby and a note that said "You're free." He was found wandering the streets of Jump City at the age of 13 and was taken in Slade Wilson A.K.A Deathstroke. He enrolled in the H.I.V.E Academy at the age of 16 and was recently accepted.
Appearance:
Is about 5"5, skinny, wears a full black suit. He'll typically wear a plain black trenchcoat with his collar up so he can hide his neck. Always wears black dress shoes, generally looks very professional. He wears a mask whenever on missions. He has dyed blue hair, a pretty average face (someone you would forget if you saw in a crowd) and his bangs always cover his left eye. If one were to see him without a shirt however they would see multiple scars from both medical experiments, torture, a combination of the two, and self inflicted wounds all over his body. Wears leather gloves at all times so he can cover up his hands as well. Basically he tries to keep every inch of his skin aside from his face covered.

"Your so called training, is not even close to what I do. I don't sleep. I can't sleep. Guess what I do at night while everyone else does. In a straight no powers fight, I would win every time against you." Flood mocked her as his eyes gained a slight red tint to their ordinary blue color. "Unless you'd like to prove me wrong."
