I still want tol have three seconds with his first custom technique. And if you want him to be a chuunin that means that the learning rate is slower than a genin. But if you are sure of this, then change the first custom jutsu with three seconds and it will be accepted by me.

Your genin is however accepted. Only wish you would say he has at least the basic shinobi tools and some coding to fix the link look out. Makes it less looking like you rushed it.

Other than your distracting gif (... I got only distracted once people confirmed it was distracting. xD), Team Hayashi is full atm. If his chuunin will be placed anywhere, it will be likely in a team with a spot for it.

Besides : Chuunins are student characters, unless you want him to lead a squad. Though I would go for specialized Jounin then.

1. ) I find the history a bit short. Mind to expand it a bit? I rather would want it a bit more expanded as it seems a a bit short. I ask this cause I know you can do so much better with your skill. ;)

2,) Bo Style • Shatter
Each weakness must be told and be clear. People need to be realistic with their characters and can't instantly know the weakness. Observant and intelligent characters may do some hypothesis and such, but that is about it.(I won't even go on sharingans or such that can predict/see through a jutsu)
Besides, a second is maybe too fast for an 'unpredictable' jutsu. I would go for three. Else it would become more like a whack-a-mole on a distance technique.

3.) Bo Style • Gliding Pole
Sounds more like a C ranked technique. Also, how fast does it allow him to go about and such?

4.) Bo Style • Earth Shower
Sounds more like a B ranked technique to me. Also, the amount is a bit too high with the fact he can control them and with a whack turn them into a shrapnel grenade. (Earth shattering around due an implosion/explosion causes some mean and very sharp rocks to fly about. In other words, a similar kind of shrapnel grenade effect.)

Takeru's Decision.

Standing in front of the windows that provided view over the cloud, a man with short dark hair looked with a worried glance at the village. Though this was impossible to see with this masked donned on. His hands were folded at his back. As he kept watching at the Cloud, some thoughts drifted into the mind of the man. He was wondering about what he was going to order. Would it be the right decision? Was it the right time? All factors that would decide the chance of the success he had wanted. For what he had planned.

Turning slowly around, he saw three chuunin on one knee. Their heads were bowed in respect for him as they waited in silence for his orders. Orders that would hopefully benefit Kumogakure. To ensure it's future and prosperity. But Takeru wavered. It wasn't that he was insecure or had any doubts about the plans. But it were factors that were just bothering him. But what was needed to be done, should be done. And as soon as possible. Besides, he could count on some good ANBU that would surely aid him in his task. ''I want to have Nariko Jun to get the next order. I want him to travel to the Snow Country. I want to bring the message I offer the Snow country the same services we give to the Frost and Sky country. That together we can work on a much brighter future.'' One of the man rose up, made a deep bow and marched away. That was the first step. Now on the next.

''Let another ANBU, Kamiko Jun know that she is needed in the country of Wolf. I want to have a report of there are any activies that can or may undermine expansion as offering the country our protection and co-operation. That would be all. For now.'' The second Chuunin rose up, bowed and marched away. Only one order remained. But it wouldn't be directed to any ANBU.

''Would you be so kind to bring Waki to my Office. There is something I need to discuss with him. Please tell him that it are... urgent subjects he and I need to talk about.'' Takeru told the last chuunin, a woman. The woman bowed as she mumbled she would make it happen. When she left the Office, Takeru sighed. He turned again to the windows that provided view over the Cloud. Slowly his right hand went to his mask, trembling a bit. It wasn't fear that held the Fifth Raikage in it's clutches.

It was ambition.

Sitting inside the Ramen shop, the young man had just finished his lunch. With a relieved sigh, he thought about what kind of day it was today. A day where he would be assigned new genins under his mentorship. He rubbed his chin with his right hand. Already dressed in the black garb of what a regular member of the Black Watch would wear, Satoshi was wondering about his students. Of course, like any reasonable sensei, he had read their profiles. And about each he had noticed something he liked and disliked. But today they wouldn't need to worry about that. Besides, he would need to see and experience with his own two eyes how they were. How they interacted and such. Small details like that, which could make a view of how they were.

Not that he saw it as his job to view them as some kind of children he would need to raise. No, he would be there for them. To listen to their problems, but to hold their hands? That would be something that wouldn't happen. Why? Even as genin, they would be considered as shinobi now. And while Satoshi wouldn't be too tough on them or likely even tough at all, he would demand some proper behaviour of them. While he was a relaxed and friendly kind of guy, he wouldn't have a problem with enforcing some discipline in a genin that would think that it was good to ignore orders. Ordering a drink, the young man wondered if his students would have received his message to come and meet him at the Ramen shop.

After all, he had his introduction for his team already planned.

She usually has a cold exterior, and when she “warms up” to people they see that she is rather blunt and forthcoming. But the fact that she speaks to anyone kind of means she cares for them. Well that’s not entirely true, her mother was a shinobi her father a merchant which makes for an interesting story over drinks. But while her mother was a decent ninja her father was a carrier of the Yuki Clan gene. So from a young age Natsume had a clear affinity for Ice. But because it was so rare and because people weren’t exactly fond of Clan kekkei genkai she caught a lot of grief because of it. being bullied, ostracized and picked on is what developed her cold shell and preference to literature over people. Being a bookworm comes with perks though, such as the mental aptitude for genjutsu and mind games. Her father probably shouldn’t have given her a book on psychological warfare when she turned nine but oh well. To late now. So in the academy after learning the transformation technique she got a lot of her bullies back. She was eventually caught and was completely unapologetic. Especially since she knew better that to admit to anything that wasn’t mentioned, so she really got away with half of the stuff. She dabbled secretly with Ice but so far nothing has really come from it. her father, being a merchant got things from all over the contry and found a book about the clan but it was written by people who didn’t like the clan so it was a extreme blow to herself esteem in everything aside from her abilities. She internalized the information and the degradation, becoming a colder shell than before. payback became pointless if regardless society would view her as a monster, so she became the monster. For now. :[u][/u]:Chakra Control: Being fond of genjutsu she has a impressive degree of chakra control. This also comes from her constant practice from her playing with her Ice release Kekkai genkai. Accuracy: Her skill with thrown weapons, such as shuriken, kunai and Senbon are well refined but there is still room for improvementChakra Aura: When particularly peeved she emits a dark charkra that can be kind of intimidating Cold tolerance: Coldness doesn’t bother her at all, she doesn’t get cold. She can feel the cold, but it doesn’t affect her like it does other people. ::

A few things, other that its a good CS. :)
Always good to start with that. But on to what I have to comment on :

1.) For starting genin, a good charka control is for now the highest chakra control. It has to be trained and grown in the IC to become higher. A impressive degree of chakra control is thus not really acceptable.

2.) As for Silent Killing, even at Genin level, I would count that as a C ranked Jutsu (Fighting style. Bit of the same deal atm ;) ). If you would swap on C ranked jutsu out that would be fine with me.

Let me please know when you're done so that I can review it again. ^^
