Well. the Resistance has exsisted for almost as long as te Technopath has been in charge, so it'd be around ten years old, but the members have joined at various times and were not all recruited at once. It's up to you how long Bree has been with the Resistance, if she even is yet.
Your character could just show up at the door, technically, but she'd need to be "recruited" for it. The Resistance is pretty hush hush since they don't want the Technopath and thereby his Crusaders knowing that they're down there. She could just stumble upon it while trekking the sewers, but recruitment is the most common way of joining.
The "First Impressions" thing was meant for people to give a quick assesment of how their characters would feel about one another when/if they meet. Most of them have already met at least briefly, because they have some ties with the Resistance even if they are not members. So long as the Resistance know that someone is a super and someone who can be trusted, they protect tham just as well as they do to their own little organization. However, if you do not want Bree to have ever met anyone with the Resistance, then you obviously would not need a "first impressions" thing and others would not need to add you to theirs.

K soooo like muh charries background is that she is looking for a contact that her foster mom told her to find. Sooo i'mma edz in Bree's history and just say that random scout type Resistance member found Bree and just dropped her off into the sewers entrance to the secret hide out to speed things along. Is that okays? Then muh first post will be Bree knocking on the door? ^^;
