He should be stable, but the two suggestions were already tried, and they didn't work because of the way they treated him. He would probably do better in a place that didn't treat him like a mental nutcase, that makes it worse.
I mean, if he doesn't get jumped. Remember, he does (for some reason) do what other people tell him. If he can prepare and if he is ordered to not "go overboard", he should do a lot better. His mental state is mostly from handling the voices in his head in addition to having a bad life to begin with. It should get somewhat better, gradually. He lives on eating half-rotten food most of the time, remember? Can't be good for his health.
It really is the only place he can go, assuming nobody attacks him he should be mostly fine.
Felix was watching both the demonstrations and the "entertainment". These people were the best entertainment he'd seen, not that he had had much to compare it to. He let loose a laugh, and a blast ricocheted off the ceiling and into the wall, making a small web of cracks. He then paused in shock, he had forgot about suppressing himself. Well. "Sorry about the wall...." he said to noone in particular.

Name: Pounce Pastspeaker
Age: 11
Power: He can speak to his ancestors, which drove him insane, as did most of the Pastspeakers. Basically, he can have a conference call with a bunch of insane relatives, while doing things in real life. His claws can also extend, occasionally on accident, and can straighten or curve. The claws can also cut through things very easily. He is also very fast and agile, and would be sneaky if he didn't constantly have crazy chatter with himself. Well, he is a cat. His personality also changes ranges (For example, normal, slightly more aggressive, more aggressive, mental breakdown, and then...very chaotic and somewhat evil. This leads to him ending up being restrained a lot until it dies down.
Appearance: Pounce looks like a snow-white humanoid cat, with a red stripe curving up each his arms in a spiral pattern and then stopping at the neck and going up the cheeks until the ears. He has one blue and one yellow eye. He has a very bushy tail which is always bristling (For some reason), and when his personality range changes (see powers) his fur turns black, starting at the feet and leeching up. This normally happens when he is stressed or angered, and dies down when he is calm. It is a gradual thing, it isn't an "instant turning black". His stripes are the only thing that don't change color, and his eyes go from blue and yellow to a burning red. The thing about this is that the more corrupted he gets, the easier it is to continue. This also makes him fall into a weird trance after his breaking point, during which he can hear everything that is said and he can talk (In his head) and see normally, until the corruption dies down. A thing about the "talking" is that he can't understand why nobody can hear him.
Personality: It ranges. He talks in a way where his voice speeds up and then goes back to normal after bursts. He often talks to himself angrily, and often confirms things with himself. For example: "Yes, it must be behind that door...or....but maybe it isn't.......what else.....no, no, it has to be!" He often looks around constantly, not keeping eye contact with anything or anyone for more than 5 seconds. When he isn't doing this, his right leg bounces up and down so fast it becomes a blur, and his tail starts twitching like crazy. He is often very angry about something that seems ordinary, if a bit annoying. He often follows what people tell him to do, not questioning it....for some reason. For example: "But they said I couldn't take the candy! I mean, everyone else says so, but I can't take the candy unless they say so!"
Bio: Pounce was born in an alley to someone he never knew. This is because he was blind and deaf for 2 weeks after he was born. After that, he found that his mother was gone, he had been eating garbage that he smelt out. Someone tried to kill him because of the fact that there was a humanoid cat eating garbage out of his trash can, and some people are naturally jerks. His claws extended and pierced the man's throat all on their own, and that was what finally drove him insane. Before this, he had communicated with the voices in his head, and he was already mentally unstable. He then ran away to the alley, and hid for about 10 minutes. His body then began to turn black, and he started attacking the nearest people he found.....police officers investigating the dead man's body. His claws tore through one of them, and he was tazed by the other two. He was locked up in an mental ward, and after he escaped through methods which are probably best for him alone to know, the same thing happened......two more times. By this point the police in the area had found the weird flaw of him obeying things he was told for no apparent reason, and he was tied up and dropped off where they thought he belonged: the orphanage for "freaks of nature".
Quick Note: He has little to no regard for his personal well-being.
