Because women or in this case, girls, will wear leggings as pants & they're often sheer enough to see through in certain lighting. Legs aren't the issue, it's a bit higher than that. Also, who cares if their legs are shaved?
OP never said why they were banned but I would not be surprised if it was because of girls wearing them inappropriately & showing off the cooter.
