They need a special permit to take on any occupation deemed too risky by the genetic conservation agency. We can come up with a politically correct term for such a card (you know how governments like such jargon). Their movements are also restricted to where they can be adequately protected by bodyguards, so even if they don't have a dangerous job, they can't go running off into dark allyways on their own without violating the protection laws. Most countries don't force the men to contribute offspring, but a lot of countries, the US included, do offer very good tax breaks for those who do, plus the large paychecks for sperm bank donations offered by such companies that are massively wealthy and politically powerful. Basically, that can allow them to live a comfy life without having to work normally. As you can imagine a lot of men actually have no problem taking advantage of this, but some would still want to oppose it out of principal such as your character.

They wouldn't force them into a military school as of now, but they would probably receive some self protection courses while attending school. This would include giving them advice on how to avoid becoming the target in the first place. Always listen to GCA agents is the number 1 rule for this.

Evvie was surprised when her wing attack was useless against her original target, but actually affected two additional attacks that came in just as she began flapping. The first was a gas and the second was the man charging forward. Uhh...yes, she meant to blow away those two things, of course, but the wind wasn't quite strong enough to repel them completely. She didn't have much time to think of a plan, but she quickly considered that she'd have a much easier time punching the man then the fog. That being said she maneuvered away from the fog and into the charging man. She had her right hand reeled backwards and then she punched at his face when he drew near. She let out a battle cry as she did so.
We don't need to post every individual hit individually.

Volleyball? Don't let the ball touch the ground on your side. People on your side can touch the ball no more then 3 times before it goes over to the other side. For example, someone sends the ball over to our side. Girl 1 hits it over to girl 2, who hits it to girl 3, who spikes it over the net back to the opponent's side. If she hit it to girl 4 then they broke the rules. The same girl can't hit the ball up and then hit it again herself.

Where should the terrorists be from, I wonder? I don't want to take the predictable route and say from the middle east. The Y crisis leaving them without much men has probably changed them dramatically anyways. Rather then terrorists, we could also be under attack by a special ops team from one of the countries the USA is fighting against in WW3, whoever that would be. Or maybe it could be both, the terrorists are being hired by one of the countries. I'm not quite sure on the details yet for that plot.

For some reason I'm feeling like France could be a really powerful bad guy here. Something about being close to Germany, the country blamed for this whole mess, and France can take command of a lot of the inner workings around that area. I'll have to think more about this matter, however.
Were you thinking of the first option I gave you? If we do the GCA protecting the guy from terrorists plot line then maybe your guy can be more then meets the eye to have even more at stake. It will have small scale gunfights and espionage stuff.
Roleplaying a world war could also be fun and we'd be like a smaller squad, possibly an elite team. A guy can get a special fighting permit if he is, for example, sterile anyways or perhaps is just too good to pass up so made the argument that he can be more useful as a "resource" by fighting. That sounds like an epic character. They wouldn't give in to that argument very easily though. It would take a rousing speech worthy of an academy award.
You can be male. Depending on the story he could be a very important element of it, such as maybe being the guy who is being guarded by GCA characters. In super rare circumstances they can also fight if we do an action roleplay. They can also unintentionally be caught up in the action.
