I don't think that would be standard practice or else they would suffer greatly for it in the long run. It would have to be isolated incidents such as in your case so they wouldn't arouse suspicion and lose all their most useful troops.

If they betrayed her then I'd assume she'd learned too much about something, something she wouldn't trust telling our characters at first.

All of them so far are working for the NUA or at least a citizen of a country that is. However, that doesn't mean it has to be like that. If you create a character for one of the other two major alliances then I can join you with my second character.
