So by summon, that can be anything from sending them down in a spaceship to making them appear out of thin air? And by any time you mean they can already be on the ground with him before the battle begins? Looks like I'll need to create some sort of leader for the clones who can command and summon them.

Is there a minion class example of what they can do?
Tier 2...was their fire breath at that point more like glorified matches and no healing (at least mid battle)? I think it was something like that. Well, that's acceptable. Of course there are much better clones around, but they will not be appearing to fight the playable characters unless requested so people only have to worry about random mook level clones. Plus, having just been born, a lot of them will be worse then stormtroopers in skill.

I thought it would be much more (and by much more, many many times more). How could 9 generic humans fight off someone with the defense of a star destroyer?
I'll be editing their sheet to show their decreased power and put them in low tier. How many low tiers do you think a mid tier could fight off? I'd want to have them in groups at about that number so it would be a pretty even fight. Then of course against other low tiers they'd be fighting one of them doing recon or something. If someone wants the extra challenge they can request more for that battle.

If they are summoned how I think things like Yu-Gi-Oh summons then that would be odd for them, as they cannot teleport, but we'll see what the rules state.

They cannot copy the demigod form, which also provided an in general boost in ability in her normal form as well. Without that they are much weaker, which can even put them in low tier. But I'm not sure they can be included now anyways so it doesn't matter much.

But the clones are much weaker. They can't possibly fight good enough in such low numbers to be of much assistance at all to higher level tier battles. It's like saying how can Han fight 4 stormtroopers when there are 4 of them. He just can because he's better then them. Now if I sent 4 stormtroopers against a character who's an unarmed Jawa then yes, that would be unfair, but I don't see your point. I thought, in a multiverse setting, I'd be allowed to send my 4 stormtroopers into such a fight if I wanted.

Plus they wouldn't be helping the real Evvie, who would be on her own unless meeting up other playable characters.
Evvie has lost numerous times by people who find other ways to defeat her then brute strength. Plus the standard clones are only going to be in low intermediate tier where they probably can be overpowered by a lot of characters, so they will go down even easier then the real Evvie. They are tougher then waves of generic mooks, but can still be brought down in large quantities about as easily as bringing down the real Evvie by herself.
Being born ready could be convenient because it could be like a natural stasis for them while they are on the transport ship, then they are born a few days before they reach their destination. They would have a dreamlike state once they are mature enough inside their "eggs" (probably not literal...but only probably) so that they already have some "real world" simulation experience to work with. They are also vaguely aware of the outside, so if one started to attack the eggs then they'd know to hatch manually, even if it's a bit too early. They grow at an enhanced speed inside the egg and can be considered ready anywhere between appearing to be 12 and 16 years old, the sweet spot for this form of birth. The elite adult Evvies that start from birth are never transported like this due to the increased danger level in their much longer and drawn out vulnerable state. They stay in the top secret facilities and do training for all of their lives once they are old enough.
