If they're defunct it's usually more cost effective if they're killed quickly due to the nutrition pills that clones eat once they are awakened from their initial sleep stage before they get fully functional, so some cruel commanders might actually do that to the survivors after they completed their first mission and before they start costing extra. You'd have to use a lot of defunct clones on each mission to do the work of far less normal clones so said increased food bill for decreased productivity might cost more then the rewards for the completed mission. That's why the organization was hesitant to even give them a chance rather then just outright killing them.

That doesn't mean this commander guy is nice for taking them under his wing, although he's obviously better then the alternative. He could still have a god complex in controlling those weaker then him. Plus he could actually make them cost effective due to his strategies, even if not as cost effective as normal clones. He also might not have been able to get so many clones under his command had he requested normal clones. This could be a cold, calculated move on his part to build up an army. He might have been a relative nobody in the organization up until then.

EDIT: And maybe he realized they don't have the same inhibitions "programed" into their minds to never betray the organization leaders. Maybe he figures this out and thinks he can somehow overthrow them using these clones and gain all power for himself? Who knows.

For some reason I just like clone characters.
The thing is he gets the clones that are not up to the fighting standard set for the normal forces. Less then half a percent have some error in their DNA that weakens them down to around human levels rather then half human half dragon. That still comes out to be a large amount given how many clones there are, so he requested command over them to form his own personal army. He could still have a God complex, but he doesn't seek out perfect minions as is clearly evident by this.

After a 10 minute battle between those two, Evvie flys up and one hit kills the monster with a karate chop to the back of the head.

Personality: He's very kind and self sacrificing, putting great effort into making sure others are okay. He's content with taking on more of a supporting role rather then sticking out too much, being just a tad shy but not debilitating.

Abilities

Physical Abilities- An average boy in athletic talent.
Swordsmanship- He's about average in skill with a sword among those who have moderate training.

Powers

Ability Match- He's able to match the physical abilities of anyone he touches, although only until his energy runs out. The more different in power that he acquires the more strenuous it is on his body, and thus the more limited his time with said abilities become and the more his body will be in pain both during and after. If he goes too overboard he may end up bedridden and lose consciousness. He doesn't have to go all out with this ability if it would be too strenuous, so can only take a fraction of the power or even only a certain aspect such as speed. Once he goes back to normal he'd have to touch them again to reactivate the powers and it costs energy the entire time he's upgraded, not just when he's actively fighting. His opponent's abilities are not negatively effected by him drawing from them to match it. If his opponent is weaker then he will become weaker but it will not cost him or give him energy.

I forgot to make that one boy a playable character so he's still in danger. Uh oh. Well, even if he dies maybe he can be reborn as a playable character and even have a boost in power so he can keep up with some low level characters. He's more like the average joe relatable character who just tries to help from the sidelines.
