That is the issue. But the goal is that more adopt it so that there can be more peace. If someone decides to attack, everyone can band together in defense.
Until the day comes when all they muster cannot stand against someone who's lived in violence for longer than they have. The flow of life favors the strong, and living in peace as a lifestyle makes you softer and softer until someone who's been hardened by the fight comes and makes them all regret it.

It doesn't have to be that way. People can have the capacity for violence but choose not to. I think that's better than being incapable of it in the first place.
Your issue is that not everyone shares that mentality. And when so many people reach a point that they then refuse to fight, a tyrant attacks. There are so many sources- beings in which violence has dug its roots- that Existence is cursed with their presence forever.

People always see that they can get one over one others through a demonstration of strength. Until a fundamental problem is solved with in the minds of sentient beings involving destructive ambition, this will always be a problem.
