Current All the guy did was change his pic to a swastika, say some entry-level /pol/ bytes, and changed his bio to basic slurs.

I don't know why we can't blast both zoophiles and pedophiles at the same time. Two birds one stone.

I feel that enough people have shown interest and have proceeded to get an OOC up and running. Go nuts, but not too nuts. Too nuts is too much.

As per I'm aware, Candy Beam was a technique unique to Buu (and his variants). But yeah, regenerating will cost energy. Shake off too many hits and your energy will be too low to not only fight but perhaps even low enough to stop regenerating. Relatively simple.
Shit dawg. And this is why listening to people is a good thing. Totally forgot to add that. Like... I knew it was canon but it just slipped my mind when I was writing the post. Yeah, Majins are just fine and I'll add them to the previous post to help avoid any future confusion.
Being a pure saiyan would be difficult to pull off, I'd imagine. But if it can be tastefully done and the character isn't too powerful compared to the rest of the cast then I see no problem in the idea. Though one has to bear in mind that Planet Vegeta was kinda blown up hundreds of years prior to this story and only a handful of saiyans managed to survive. Then one has to account for the saiyan family history and how they ended up on good ol' Earth.

Anyways, I've developed a character skeleton to use. I'll post it now so anyone can begin making characters on their own time, but I would like it if everyone waited to post their character until the OOC is up and running.

The stat system is very simple and loose, for a very good reason. They exist to allow easier comparisons between fighters but they aren't weighted so much that any combatant with a higher power level or higher stat than his foe will automatically beat said foe. As to how the power levels raise, and consequently the stats, it comes from actually fighting and training. After every fight, or sometimes during certain events in the middle of fights, the power level can raise. It is up to the player how to allocate the new stats granted by an increase in power, but it will be up to me (or any co-GM I might choose in the future) to determine the total points received. Even losing fights will increase the power level, though granted not as much as winning. Training sessions and timeskips will also grant points, the quantity also determined by me based on what the character does during that time. At the start, the acceptable power level range will be 200 to 700, with only two characters allowed to have 700. Naturally, the fighters will grow stronger as the story progresses and roles will shift. The weakest character probably won't stay the weakest forever and the strongest probably won't stay the strongest.

I'm also contemplating adding a "burst" power to the character sheet. The concept being that characters can attain a power level higher than their maximum temporarily, a burst of power. I'm iffy on that though because it would have to be limited in some way, which might very well render it to be a useless concept depending how it is limited. I'm open to suggestions on this one.

There are special rules regarding the different races. As there are technically loads of races in the universe, I'll only put down the special rules of the "common" races of Earth and if anyone decides to use something a bit more rare then it will be case-by-case.

That covers some more of the basics, but if anyone has any questions feel free to ask.
Here we are in Age 1084, almost 300 years exact since the end of Dragon Ball Z. As much as everyone loves GT, for the sake of this canon we're going to pretend that never existed. After several centuries, the generally peaceful universe lost its need for the Z-Fighters. In fact, due to the popularization of Mr. Satan over the Z-Fighters, they've mostly faded from history. However, there are some that know what the times were once like and can tell that this era of peace will soon come to a close. The world is without protectors.

The 250th Budokai World Tournament is just around the corner. A monumental event for the tournament and the people running it. The strongest warriors of Earth will come to duke it out for a special prize unlike any other in the Budokai World Tournament: the seven Dragon Balls. With a prize that good, the tournament is sure to draw a good lot of fighters...

If you're coming into this expecting to get into over-the-top and crazy powerful fights, then you are wrong. The characters will start off vastly weaker than your favorite DB characters, say a power level range up to 700 or so. Why are they so comparatively weak? To grow stronger, of course. I haven't completed a character sheet skeleton yet, but I plan to implement a loose stat system in order to help evaluate characters. To make it easier to compare things like strength, speed, endurance, etc. Yes, descendants of the Z-Fighters do exist and can be player characters should anyone choose. Their knowledge of the past is up to the player, but I would imagine the great-great-great-great-great-great grandson of Goku would probably have heard countless stories of how awesome his family is. Just... saiyan. But in all seriousness, this interest check is a bit rushed but don't worry: the OOC will definitely have quality and be very informative. Tomorrow I'll put together an official character sheet and establish the more intricate ground rules. But for now...

Any takers? :3
Uh... Yes. Family. Friends. Have those. XD
After Maddox sat back down at the table with James, he let out a sigh. "This is what happens when I take a few months to do a job," Maddox joked, chuckling to himself. The red-haired mage fished through his coat pocket quickly, withdrawing another tiny red cube. He gave it a light toss towards James, assuming the man would catch it. "I had a few of these made while I was out. If you find yourself in dire straits, just crush the box in your hand. Think of it like a signal beacon," he explained, before withdrawing another one and holding up. The things were definitely tiny, but at least they weren't so fragile as to accidentally be crushed easily. After examining the one in his hand for a moment, Master Jamie entered the room with an announcement.

Apparently, two of the newer members were promoted to S class. One being Sasha's sister and the other being the fellow that didn't agree with today's mission. "Interesting..." Maddox muttered aloud, bringing a hand to his chin as the other put the red cube away. "Maybe there is more to them than I thought." With that, Maddox stood up from his seat and looked around. It was time to go. Time to get Wes back and confront the Magic Council on their actions. Two birds in one stone. Maddox noticed Lazarus and Sasha ahead, already leaving the hall to get to the train station. "Yo!" he called out to them, to get their attention. Without particularly waiting for them to face him, Maddox tossed two red cubes in their direction before walking toward them himself. "Consider them gifts. Just squish them when you're in an emergency." After having given those two some beacons, Maddox turned and looked over the guild. He only had a handful, so people would perhaps have to share... He thought about it for a moment, trying to figure out how everyone would group up so perhaps they could be given one-per-team. Which would make the second cube he gave Sasha and Lazarus a waste. But now it would be embarrassing to take one back, and possibly offensive. The red-haired mage let out a sigh, before shrugging to himself. "See you guys on the train." And like that, he vanished out of the air.
