Culture/Beliefs: Moscow is full of radiation and mutants. Several Post-Apocalyptic wars have ravaged the city and the metros as much as the wilderness has. The people of the Koltsevaya Coalition have been forged in the fires of this hellish city. The Rangers of the Ring are the primary military forces and take up a third (2,500) of the total military strength. The Rangers are all volunteers and serve for a minimum of 5 years. They are trained by ex-spetsnaz and only earn their title of "Ranger of the Ring" by slaying a great mutant or other glorious actions.

Pros:
Easily Defensible - The Koltsevaya Coalition is positioned in the Moscow metros. The surface of Moscow is a radiation covered, mutant crowded hell hole. Only people whom have extensive knowledge of the area can get through alive.
Military Secrets - The Russian military used secret metro tunnels in order to secretly transport materials and weapons and occasionally people stumble upon an old military cache.
Cons:
Environmental Dangers - Moscow is absolutely full of mutants and many of them want to be underground. Radiation is lethal in some places in the metro and in quite a few places in Moscow.
Incomplete Sovereignty - Bandits, Cannibals, Slavers, and Cultists are common in the unprotected parts of the metro.

Nosalis:(Metro series) A large mole that has developed large claws and a bipedal stance to better hunt prey and defend itself from predators. Though they live underground they occasionally come to the surface, they are usually found in groups in buildings with basements, basements, and underground tunnels/caves. Picture for reference:
Watchers:(Metro series) Mutation of certain dog breeds that normally roam in packs on the surface. Alone they can be dangerous but in packs can tear even heavily armed men apart. Picture:
Demons:(Metro series) This creature has so many origin stories no one truly knows what they were mutated from. Some say birds and some even say cats but one thing remains true. These creatures nest high and are capable are taking down slower aircraft. You either need to be really fast, really quiet or really strong in order to take these on. Warning: Extreme Caution
Radiation:
Moscow surface - knocked out in a few minutes and dead within an hour without a gas mask
Metro - Some pockets of radiation in less traveled tunnels as bad as the surface
Backstory: Moscow was given a little bit of advanced warning to the apocalypse. Some people were able to get into the metro before the world ended. One of these stations had a group of Spetsnaz take cover in it. These soldiers saw how quickly people were turning to barbarism to get what they wanted and because they were the most heavily armed they were able to hold order together. The civilians that followed them went on to found the first of the Koltsevaya stations. The soldiers formed a group called the Ashes of War and went about helping people form a civilization in the Metro. This group continued to act independently until its numbers were decimated during a conflict with communists. The survivors were brought into the Koltsevaya Line stations and with their help the Koltsevaya Coalition and the Rangers of the Ring or "Рейнджерс кольца" were formed. These groups now control a large portion of the Moscow metro and have several outposts on the surface, they are only recently venturing outside the city.

I know not with what weapons World War 3 will be fought, but World War 4 will be fought with sticks and stones.
The world stood and watched as thousands were killed in a rash of bio-terror that flowed throughout the world. One virus in particular stood out. The Reaper. It killed within a week of contraction and was spread through all vectors. It was the ultimate death machine. After the war it took on an even more devastating role causing the rise of mutants and the extinction of several species. Most of the strains of the virus are now unable to infect humans but some do still exist. This came only after a streak of the worst case natural disasters struck all the world. In its crippled state, man was weak, fragile and terrorists took advantage of the situation. In the last meeting of the United Nations, briefcases were set in front of each member of the council and each was given a key. In under an hour the world was bathed in nuclear fire and radiation. That was the rumor going around in 2032, now people aren't so sure. After 73 years humanity has lost nearly 90% of its population and only now are places on the surface beginning to become habitable again. Humanity found its place in the coldest, highest, lowest and hottest places on Earth. From the ashes of the old world human civilization once again emerges to stake its claim in a world rampant with mutation, disease and radiation. This world was alien to so many that survived the apocalypse. The wastes welcomed the human survivors with hellish landscapes and terrifying mutants. Farmland was hardly sufficient for any large civilizations and people could barely manage to collect the resources needed to build hydroponic farms and raise livestock. Many people have taken to eating certain kinds of mutants and using what old world food supplies they can find. The year is 2088 and time is running out.

Rules: 1: No god-modding (No insta-kills or overpowered nonsense) 2: Battles will be decided in three ways, player consensus(Both players agree on a winner), Dice rolls, or GM/Co-GM decision 3: No overpowered individuals (You may play as a nation and an individual in your nation as long as the individual is mortal) 4: No overpowered mutations (Your people can be mutated in ways but every mutation has a draw back) 5: No Ganking (Ganging up on a player, unless there is good reason)
Information: This roleplay is based on many different post apocalyptic stories. STALKER, Metro 2033/Metro Last Light, and Fallout for the most part. You will create a faction/country based loosely on these stories or a completely original idea and lay claim to an area on the map. By laying claim to an area, you prevent other players from starting there, however your faction/country DOES NOT control all of it (Unless its VERY small) this is just to space out players a bit so there is not much early game interaction, to allow players to grow and understand each other's play styles better. Included next are three character sheets, one for your nation, one for individuals (optional) and one for mutants in your region. Any mutants you make can be used by anyone unless there is a good reason for them to be unable to be used.

EDIT: Thank you everyone for your input I might tinker with this a little more later if things come up but as for now this is where we stand. Year = 2088 and life is extremely difficult. Certain strains of the Reaper virus caused the mutants to rise.
I think we are going to need a lot of maps for this and we should just use the one I have for the nation sheets, it'll be easier and we can use other maps when the need arises.
