Dblade, yeah that was the implication. Savant is basically the League's default designer. He was mentioned in the Brave New World piece as a scientist-hero. He's like Strix in that he designs equipment but he's different in that his entire hero identity revolves around technical expertise, gadgetry, and science he's basically Professor Kickass :P
